Biography

Jalil Yusif Ehmed Qasim, known by the names (Hoşyar, Jalil Hoşyar, Judge Jalil Hoşyar, Ziring and Jalil Qazi), was born in 1921 in the city of Erbil. He was from a prominent Qazi family in Erbil, and received his primary, secondary and high school education in the city of Erbil. In 1946, he received a bachelor's degree in law from the College of Law at Baghdad University. In 1959, he married the daughter of Karim Zanistî (1900 - 1996), one of the founders of the Scientific Association and a member of the nationalists and intellectuals of Sulaymaniyah. In the years (1961 - 1962), he was a judge in the Erbil Court of Investigation. In the years (1963 - 1980), he was a judge in the Court of Baraye (Bidaye) and Tehelqun (Istînaf) in Baghdad. He was appointed as a judge in the Karkhi Court of First Instance in Baghdad on November 11, 1980. He retired in 1990, but returned to work shortly after and retired for the second time in 1994. He passed away on November 5, 1996 in Baghdad and was buried in the Sheikh Ma'ruf cemetery in that city. He was fluent in Kurdish, Arabic, Turkmen and English.
