Biography
Dr. Cercis Hesen Abdula, known as (Dr. Cercis), was born in 1944 in the village of Xenis, in the Sheikhan district of Mosul province. He studied primary and secondary education there. He was admitted to the College of Literature of the University of Mosul in 1967. In 1971, he went to the Soviet Union for studies and resigned from the membership of the Secretariat of the Kurdistan Qutb Union. He then went to the Republic of Austria and returned to Eastern Kurdistan in 1979. In (1996-1999), he was the Minister of Education of the Kurdistan Regional Government. He passed away in 2024 due to illness. He was fluent in Kurdish, Arabic, Russian, German and Persian.

In 1967, he joined the ranks of the Kurdistan Qutabi Union. On July 15, 1970, he was elected Vice President of the Kurdistan Qutabi Union by the congress delegates in the (sixth congress). In 1971, he became a member of the Mosul district committee of the Nineveh League of the Kurdistan Qutabi Union. In 1979, he was elected a member of the central committee of the Kurdistan Democratic Party by the congress delegates in the (ninth congress). In the years (1980-1985), he was in charge of the First League committee of the Kurdistan Democratic Party. In 1980, he commanded the Battle of Begofa on the border of Duhok province together with the forces of the Iraqi Communist Party. On July 16, 1985, he was appointed a member of the organization department and a member of the communications department. In 1983, he was elected a member of the political school by the members of the central committee of the Kurdistan Democratic Party. In 1985, he was appointed as the head of the first division of the twelfth party. At the end of 1985, he became a teacher of "History of the Kurdish Independence Movement in the Twentieth Century" at the eighth session of the Kurdistan Democratic Party cadres' conference in the village of Rajan in Eastern Kurdistan.
In 1986, he became a member of the Central Committee of the Kurdistan Democratic Party. In 1988, he participated as a leader in the Xwakurk campaign on the border of Erbil province against the Iraqi army's ground forces. In 1989, he was elected as a member of the Central Committee of the Kurdistan Democratic Party at the tenth congress by the congress delegates. In 1989, he was elected as a member of the political school at the first meeting of the central committee. On January 13, 1990, he was appointed as the head of the financial committee. In early 1992, he was appointed as the head of the twenty-fifth branch of the Kurdistan Democratic Party's second branch. On the occasion of March 19, he participated in a meeting of the Kurdistan Front aimed at determining the date of the elections to the Kurdistan National Council (Kurdistan Parliament) and the economic and security situation in Southern Kurdistan.
In early 1992, he participated in the Kurdistan Front meeting with the aim of establishing a high-level committee to oversee the elections to the Kurdistan National Council, representing the Kurdistan Democratic Party. In 1992, he was a candidate of the Kurdistan Democratic Party (Yellow List) for the Kurdistan National Council. On Wednesday, August 11, 1993, he published articles in the newspaper Xebat, the organ of the Kurdistan Democratic Party. In 1993, he became the owner of the Alternatıv magazine. In 1993, he was appointed a member of the central committee of the Kurdistan Democratic Party by the congress delegates. ـ Elected to the eleventh congress. In 1993, he was elected a member of the political school at the first meeting of the central committee. In 1994, he became the owner of the Kadir magazine (second issue), a theoretical magazine of the Kurdistan Democratic Party. ـ United. On May 27, 1996, he met with engineer Muhammad Mahmud Abd al-Rahman (1933 - 2004). Sami Abdulrahman received a delegation from the Patriotic Union of Kurdistan in the town of Pirmam, Erbil province. On Friday, January 8, 1999, in Pirmam, with President Masoud Barzani welcome Jalal Talabani and the delegation he accompanied. In 1999, he was elected by the congress delegates as a member of the central committee of the Kurdistan Democratic Party at the eleventh congress. In 2000, he became the Chairman of the Financial Supervisory Board of the Kurdistan Regional Government (fourth term). In 2005, he was appointed as a member of the central audit and supervision board of the Kurdistan Democratic Party. In 2010, he was a delegate to the thirteenth congress of the Kurdistan Democratic Party in the city of Erbil.
