Situation and reason
As a result of the Algiers Agreement of March 6, 1975, between Iran and Iraq, the armed revolution in Southern Kurdistan (September Revolution), was suspended after a large meeting in Haji Omaran on March 18, 1975, by order of President Mustafa Barzani. With the end of the revolution, most of the KDP leadership, a large number of Peshmerga and citizens of Southern Kurdistan, after reaching an agreement with the Iranian government, entered Iran as refugees, thus practically destroying almost all organs and institutions of the KDP, especially the party leadership in Southern Kurdistan.
After a few months of their exile in Iran, the leadership of the Kurdistan Democratic Party (KDP) was Masoud Barzani to reorganize its ranks, on April 15, 1975, at a spring outside the city of Nexdeh called (Hewt Çeşme), they secretly met with each of them, Cewhar Namiq, Kerim Şingali, Arif Teyfur and Hama Reza, in that meeting the decision to reorganize the KDP was made, then in a secret meeting in Karaj in early November 1975, it was decided to form a new leadership from the old members of the Central Committee and the young cadres of the party, to replace the old leadership of the party. For this purpose, a statement was prepared and published on December 10, 1975 under the name of the Temporary Leadership, the number of members elected for this Temporary Leadership consisted of eleven members, and Masoud Barzani, Idris Barzani, Sami Abdulrahman, Jawhar Namiq, Karim Shingali, Arif Taifur, Hama Reza Sergelo, Azad Barwari, Nuri Shawes, Ali Abdullah and Kemal Kirkuki.
The appointment of the members of the provisional leadership of the KDP required a congress, because according to the regulations and programs approved by the KDP at its eighth congress in 1970 in Nawpirdan, the members of the central committee were to be elected at the congress. If the conditions and conditions for holding a congress were not suitable, the party could hold a conference anywhere, provided that it was held under the supervision of a member of the former central committee. Since the situation of the KDP and the region did not allow for a congress, the party leadership decided to hold a large conference in Europe.
In the summer of 1976, the European border was opened to Kurdish refugees through the efforts of the Sixth League of the Kurdistan Democratic Party (KDP). Later, both Austria and the Netherlands showed their willingness to accept a number of Kurds as refugees. A number of refugees, including members of the new KDP leadership, were sent to Europe by the KDP Relations School in Tehran. After their arrival, the refugees were organized by the Sixth League of Europe and most of them were distributed among the party organizations. In this way, the party's position in Europe was revived, and on May 26, 1976, Sami Abdulrahman announced at a press conference in London the resumption of the armed revolution in Southern Kurdistan (May Revolution) announced. At the same time, the KDP leadership decided to hold a party conference in Europe.
Conference preparations
The sixth European League of the Kurdistan Democratic Party (KDP) began preparations for the conference. Since the league's headquarters was in West Berlin, that city was designated as the venue for the conference. After the preparations, the regional committees of Europe were asked to send their representatives to Berlin, and at least 2 representatives were appointed from each regional committee. The regional committees elected a member from among themselves by voting and went directly to the conference with the chairman of the regional committee and returned to Berlin with a report. The Berlin University hall was rented for the conference meetings. The conference preparatory committee consisted of Sami Abdulrahman, Nuri Shawes, Hame Reza and Arif Teyfur.
On August 11, 1976, the conference began its meetings under the chairmanship of Sami Abdulrahman and the preparatory committee, the number of members of the European regional committees of the Sixth League was forty members, along with members of the Provisional Leadership, cadres who had just arrived in Europe and guests including Ismet Sherif Wanli, the number of participants reached forty-eight to fifty people, including Tarq Akrey, the chairman of the Sixth League, Aziz Sheikh Riza, Siyamend Banna, Ramzi Shaban, Dr. Pirot Ahmed, Hamid Akrey, Pola Mexdid Qesab Koy, Mihemed Salih Cuma, Fawzi As'ed, Mihemed Miso, Cemal Alamdar, Dr. Omar Oremari, Farhad Sofi (Farhad Jubraîl), Tofiq Feyli, Majid Feyli, Izzadîn Berwari, Abdulqadir Berwari, Abdulsalam Berwari, Faiq Nerweyi, Muhammad Amin Delevi, Aza Mahmud Xefaf, Wirya Saati, Abdulrehman Pedawî, Khazi Zebari, Muhammad Hesen Ewnet, Dr. Sebah Meriwani.
Organizing a conference
The conference lasted from August 11 to 16. At the beginning of the meetings, Sami Abdulrahman read the draft of an eight-page pamphlet entitled (The Method of the Kurdish Liberation Movement) which had been prepared by the conference's preparatory committee, specifically Sami Abdulrahman and Nuri Shawis, which was a critical pamphlet on September Revolution and leadership of the revolution and was written under the influence of extreme leftist Marxist-Leninist thought, the manifesto was discussed by the conference members and then voted on. The second item on the agenda of the conference was to determine the names of the eleven members of the interim leadership who had previously been elected as members of the leadership and to add 4 more members to it. It was necessary for the 4 new members of the interim leadership to return to Southern Kurdistan after their names were announced. After the vote, each of Warya Saati, Dilshad Miran, Aza Xefaf and Abdulrahman Pedawy was elected as new members of the leadership and added to the list of members of the interim leadership, thus bringing the number of members of the interim leadership to fifteen and legally established.
In addition to the tasks and duties of the Berlin conference, several political decisions were made at that conference, among which the election of President Mustafa Barzani as the Chairman of the Kurdistan Democratic Party (KDP) and the preparations for the ninth congress of the KDP were among the most important decisions.
After the completion of the tasks and duties of the interim leadership and the election of new members and their establishment, the conference continued on the sixth league. After the candidates were announced, it was decided to elect two executive committee members for the sixth European league. As a result of the vote, Tarq Akrey was once again elected as the president of the league and Siamend Bana and Abdulsalam Berwari were elected as the league's executive committee members. Then, Dr. Cercis Hesen and Hamid Eqrawi were added to the executive committee of the league.
The conference lasted for six days and ended on August 16, 1976, which was the same day as the founding of the Kurdistan Democratic Party (KDP). A small ceremony was held, and then in the evening the conference decisions were read to the members and participants of the conference. Due to the sensitivity of the political situation at the time, no statement was made on the occasion of the end of the conference. A leaflet called (The Procedure of the Kurdish Liberation Movement) was issued, which was later adopted as the political report of the interim leadership of the Kurdistan Democratic Party (KDP) issued from August 11 to 15, 1976.
