Biography

Judge Rashid Abdulqadir Salim, known by the names (Rashid Abdulqadir Hamawi and Zagros). He was born in 1922 in the city of Erbil. He was admitted to the Baghdad Law College in 1944. He obtained his bachelor's degree from the Baghdad Law College in 1948. He began practicing law in 1948.

 

He was a professor at the Faculty of Law of Baghdad University. On November 22, 1958, he was established as a judge in Duzkhurmatu, Kirkuk province, by a republican decree and the approval of the Iraqi Sovereignty Council. On January 29, 1958, he was appointed as a first-class criminal judge by a republican decree and the approval of the Iraqi Sovereignty Council. On January 1, 1973, he became a judge of the First Initial Court of Duhok and the President of the Minorities Board in Duhok province. In 1973, he became the President of the Major Crimes Court in Erbil. In 1978, he became the President of the Minorities Board of the Ministry of Justice. In 1979, he became the Deputy President of the Court of Disputes of the Kurdistan Autonomous Region. He was appointed as the Head of the First District of Erbil by the Kurdistan Autonomous Region's High Election Supervisory Board in 1980. In 1982, he became the Head of the Kurdistan Autonomous Region's Court of Disputes and retired in 1988.

 

From 23 to 28 January 1992, he was appointed by the Kurdistan Front as a member of the fifteen-member committee for drafting the draft law of the Kurdistan National Council. In 1992, he was appointed as a member of the thirteen-member committee of judges and legislators to oversee the process of electing the first member of the Kurdistan National Council. In 1992, he was appointed as a member of the three-member committee of advisors to the Kurdistan National Council. On 16 January 1993, he was appointed as the President of the Kurdistan Region Disputes Court by decision number 48 and took the legal oath before the Kurdistan National Council. In 2001, he became a Judge and President of the Court of Appeals of the Kurdistan Region. He was retired by the Kurdistan Regional Government in 2005. He passed away on June 12, 2005 in the city of Erbil. He was an expert in Kurdish and Arabic languages.
