Eleventh Congress of the Kurdistan Democratic Party

The Eleventh Congress of the Kurdistan Democratic Party (KDP) (Kurdistan Democratic Party – United – August 26, 1993) was held in Hewler, the capital of the Kurdistan Region, following the 1991 spring uprising in Southern Kurdistan and the establishment of the Kurdistan National Council and the Kurdistan Regional Government.


Situation and preparation

In the meeting, it was decided to make preparations for the return to the territory of Kurdistan and then launch a general uprising. In this meeting, duties were divided under the command of Mas'ud Barzani and forces were divided into three wings: the Hewler wing, the Duhok wing, the Mosul wing, and the Sulaymaniyah and Kirkuk wings. After all the preparations, the Kurdistan Uprising began on March 5, 1991, and by March 21, 1991, all areas of Kurdistan were liberated from the regime.

After the 1991 uprising against the Iraqi regime and the people's congress of Southern Kurdistan and the establishment of the Kurdistan National Council and the Kurdistan Regional Government, the Central Committee decided at its March meeting to hold the Eleventh Congress of the KDP. For this purpose, a preparatory committee was formed consisting of Muhammad Mullah Qadir, France Hariri, Ramzi Shaban, Khurshid Shere, Necmeddin Yusfi, Sheikhallah Ibrahim, Barzan Mullah Khalid, Kemal Hesen, Nejat Hesen, Habib Kalash and Icra Said. In June 1993, most of the preparations for the congress were completed and the members of the congress were elected. Three parties decided to unite with the Kurdistan Democratic Party (KDP): the Kurdistan Unity Party (HSK-PASOK-People's Party), the Kurdistan Democratic Union and the Feyli Muslim Kurds Movement. The title (Yekgirti) was changed for the second time to the Kurdistan Democratic Party - United, with minor changes.

Organizing a congress

From August 16 to 26, 1993, the eleventh congress was held in the Yellow Hall of Erbil, the capital of the Kurdistan Region, with the participation of 2,167 members. For the first time, a significant number of women, 124 members, participated in the congress. News of this congress was published daily in the media.

The Congress was held under the slogan (Peace, Freedom and Democracy), and the political report was delivered by the President. On the foreign media level, journalists Amina Soula and Fatima Azouz from the Republic of Tunisia were invited as guests to the Congress, and some of the guests at the Congress were George Bicard, members of the US Congress, David Phillip, President of the American Human Rights Association, Lieutenant General Hassan Naqib and Dr. Ahmed Chalabi, President of the United National Congress of Iraq, Tahsin Maala, Adnan Muhammad Nouri, Aziz Aliyan, Muhammad Abdul Jabar, Hani Fokeyki, Muhammad Muhammad Ali, Adil Abdul Mahdi, Supreme Council of the Islamic Revolution in Iraq, Munziz Lewis, Secretary of the Socialist Party of Iraq.

The composition of the Kurdistan Democratic Party (KDP) was based on the internal regulations of the eleventh congress, consisting of a cell, main cell, organizational committee, regional committee, league committee, central committee, political school, vice president and president, and the Central Committee for Evaluation and Supervision was also directly elected by the Congress.
