Tenth Congress of the Kurdistan Democratic Party

The tenth congress of the Kurdistan Democratic Party (KDP – December 2, 1989), after the establishment of the Kurdistan Front in 1988 and several regional changes, was held in the village of Heshmawe in Eastern Kurdistan.


Situation and preparation

At the end of 1980, those members of the KDP interim leadership who had left the ninth congress formed a new party called the Democratic People's Party of Kurdistan. On November 28, 1980, the Iraqi Democratic Patriotic Front (CUD) was established, which included the Kurdistan Democratic Party (KDP) and six other Kurdish and Iraqi parties. Then, on September 22, 1980, the 8-year Iran-Iraq war began, in which Kurdish forces were involved throughout the war. During this period, the civil war involved most of the Kurdish forces and parties, especially the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), until it ended at the Tehran Conference in October 1986 and the untimely death of Idris Barzani on December 31, 1987. The Kurdistan Front was formed on May 2, 1988, consisting of seven Kurdish parties. The Iran-Iraq war ended after 8 years on August 20, 1988. The brutal attacks by the Ba'th regime on Kurdistan in 1988, the chemical weapons attacks, the Anfal campaign in Kurdistan, and many other events were among the most important events of that period.

According to the party's internal regulations, the Tenth Congress was to be held in 1983 or 1984, but due to adverse circumstances and undesirable developments, it was postponed until finally, at the Central Committee meeting in June 1989, the decision to hold the congress was made. At the same meeting, it was decided to form a preparatory committee for the congress, on the condition that none of them were members of the Central Committee. A committee headed by Nechirvan Barzani was established and in July of the same year, elections began to select members of the congress from among military and party organizations, and preparations for the congress were completed by October 1989.

 

Organizing a congress

The congress was held from December 2 to 12, 1989, in the village of Heshmawe in Eastern Kurdistan, with the participation of 332 elected representatives from the liberated areas outside the authority of the Iraqi government and the appointment of representatives from the occupied areas, under the motto (Continuing the struggle for democracy for Iraq and autonomy for Kurdistan).

The political report of the congress was read by the Secretary of the Central Committee, Ali Abdullah, and then letters from 130 political parties and organizations that are friends of the KDP were read. By the decision of the congress, the rank of vice president was renewed for the second time in the history of the party. At one time, in the first congress (the first unification), there were two vice presidents, but on the contrary, the rank of secretary was removed, which was next to the secretary in the first congress. On this basis, on the proposal of the President, Masoud Barzani, Ali Abdullah Amin was appointed as Vice President and this appointment was approved by the congress delegates.

Several decisions were made at this congress, and Article (5) of the program was completely revised, and changes were made to the powers of the KDP president, eliminating the powers of the secretary. It was decided to appoint a Vice President instead of the secretary. Masoud Mustafa Barzani was unanimously elected as the president of the Kurdistan Democratic Party (KDP) for the second time.

The constitution of the Kurdistan Democratic Party (KDP) was based on the regulations of the tenth congress, the cell, the main cell, the organizational committee, the district committee, the league committee, the central committee, the political school and the chairman. In addition, the Central Supervisory Committee was elected by the Political School and consisted of a member of the Political School and 2 members of the Central Committee, whose members were rotating.
