Rasul Hussein, also known as Haji Agha Kosretan, was born in 1901 in the village of Marge in the Galale district of the Choman district of Erbil province. He joined the Kurdistan Democratic Republic in Mahabad. After the collapse of the republic, he returned to the village of Zewke in Piranshahr in Eastern Kurdistan. Before the late Barzani returned to Iraq from the Soviet Union, he stayed with his relatives. He participated in several battles against the Iraqi regime and also fought against the Sufis of Sheikh Rashid Lolani.
After Barzani moved from Behdinan to Soran, Haji Rasul was one of the peshmerga who attacked the Rayet fortress on July 11, 1962, capturing all the soldiers and fighters inside. He then participated in the battles of Bani Harir, Binkelan Bridge, and Kospe Spi on the Hamilton Road. Until 1975, the peshmerga was a Balakayeti peshmerga and the guard of the political school in the village of Nawpirdan.
In 1975, after the collapse of September Revolution He went to the village of Kosratan and stayed there. In 1977, he was transferred to the Erbil Bestore Community by the Iraqi government. In 1979, his son Ibrahim Haji was martyred on Mount Girtalan in the village of Kosratan in the Çoman district. After his son's martyrdom, he and his three sons and relatives traveled to Eastern Kurdistan on April 12, 1979, via the Shin and Qasem-e Maresh roads, and contacted the interim leadership of the Kurdistan Democratic Party (KDP). In 1991, he returned to Southern Kurdistan and participated in the Kurdish people's uprising in the Khoshnawet area. He continued as a Peshmerga until the age of 85. In 1992, he returned to the village of Kosratan in the Çoman district and remained there until his death.
On August 16, 1996, he was awarded the Barzani Medal by President Barzani at the Golden Jubilee of the Kurdistan Democratic Party for his services.
He passed away on July 12, 2002.
