Fazil Mutni Elixan, known as (Fazil Mirani), is a jurist and politician. He joined the ranks of the Kurdistan Democratic Party in 1966. He was a delegate to the seventh congress in 1966, the eighth in 1970, and was elected as a member of the central committee and then a member of the political school at the ninth congress in 1979, the tenth in 1989, the eleventh in 1993, and the 12th in 1999. In 2010, he was elected as a member of the leadership council at the 13th congress and as the secretary of the political school of the Kurdistan Democratic Party at the first meeting of the leadership council. He served as Minister of Interior of the Kurdistan Region in the third and fourth cabinets, and in 1997, he became Acting Deputy Chairman of the Council of Ministers of the Kurdistan Regional Government in the third cabinet. He is the recipient of the Barzani Medal of Honor.
Biography
Fazil Mirani was born in 1948 in the city of Mosul. He received his bachelor's degree in law from the College of Law at Salaheddin University in Erbil in 2000. He served as the Minister of Interior of the Kurdistan Region in the third and fourth cabinets, and in 1997, he served as the Acting Deputy Chairman of the Council of Ministers of the Kurdistan Regional Government in the third cabinet. He is fluent in Kurdish, Arabic, English, Turkish, and Persian.

In 1975, after the defeat of the September Revolution, he emigrated to Iran and was adopted by friends that same year. Masoud Barzani with the aim of preparing May Revolution Contact has been made with him. He lived in the United States as a refugee in 1977.
In 1988, he was elected as a member of the Kurdistan Front's working bureau and in the same year participated in the Xwakurk campaign against the Iraqi army. In 1991, he led the Southern Kurdistan uprising in the Behdinan area and was responsible for the Kurdistan Front in Mosul-Duhok.
He served as Minister of Interior of the Kurdistan Region in the third and fourth cabinets, and in 1997, he became Acting Deputy Chairman of the Council of Ministers of the Kurdistan Regional Government in the third cabinet.
In 2010, due to his work and resistance during the September Revolution, the May Revolution, the uprising in Southern Kurdistan, and the sovereignty phase, he was awarded the title of President of the Republic of Iraq. Masoud Barzani He has received the Barzani Medal of Immortality.
