Biography
Abdul Jalil Abdul Reza Ali, known by the names (Jalil Fayli, Bahoz and Samir), was born in Baghdad in 1942. He came from a prominent family in Baghdad. His father was a merchant in Baghdad and was known as a good and charitable personality. He graduated from the Institute of Mathematics. In 1975, after the defeat of the September Revolution, he fled to Iran as a refugee and settled there. In 1976, he was assigned as an employee in the Education Department of the city of Qazvin in Iran. In 1984, he received a bachelor's degree in Commerce and Economics from the University of Beirut in Lebanon. He was fluent in Kurdish, Arabic, Persian, German and English.

Jalil Fayli contacted the ranks of the Iraqi Students Union affiliated with the Iraqi Communist Party in 1955. In 1957, he joined the ranks of the United Democratic Party of Kurdistan. In 1958, he worked at the Xebat Newspaper, the organ of the United Democratic Party of Kurdistan in Baghdad. In 1959, he became a member of the Baghdad Regional Committee affiliated with the Fifth Branch Committee of the Kurdistan Democratic Party - Iraq. In 1959, he became the head of the Xebat Office in Baghdad. He was imprisoned for party activities in the years (1956, 1960, 1962, 1963, 1968). In 1963, he was arrested and tortured in Hill Prison. He was released from Baghdad Central Prison on February 24, 1964. At the end of 1965, he joined the ranks of the Peshmerga forces and became the unofficial Arabic speaker (Jalifa) of the Voice of Kurdistan Radio. In 1967, he was appointed as the head of the Kirkuk Regional Committee affiliated with the Third Branch Committee of the Kurdistan Democratic Party. In 1968, he was arrested and tortured in Kirkuk. In 1968, during the leadership of Ismail Aziz Mustafa (1938 - 2017), known as Sheikh Ismail Mullah Aziz, he became the director of the Second Branch of the Kurdistan Democratic Party. In 1968, he was appointed as the head of the Baleki Regional Committee affiliated with the Second Branch Committee.
At the end of 1968, he became the director of the Ninth Working Group of the Second League Committee. In 1968, he became a member of the Supreme Court of the September Revolution affiliated with the Executive Office (Al - Maktab al - Tanfidhi) of the Revolutionary Leadership Council in Iraqi Kurdistan. In 1970, he was appointed as the head of the Khanaqin Regional Committee affiliated with the Fifth Branch Committee of the Kurdistan Democratic Party. In 1970, he was a representative of the Eighth Congress of the Kurdistan Democratic Party. In 1971, he was shot by Baath Party officials in the town of Khanaqin. In 1971, he was appointed as the head of the Fourth Regional Committee affiliated with the Fourth Branch Committee. In the years (1972 - 1974), he was appointed as the head of the Qaladiz Regional Committee affiliated with the Fourth Branch Committee of the Kurdistan Democratic Party. In 1979, he was one of the founders of the Zagros Mustaz'afân-e Zagros Party. In 1982, he was the founder of the Feyli Muslim Kurdish Movement. On July 5, 1991, he was a representative of the London Congress of Iraqi Oppositionists. In 1992, he ran for the Kurdistan National Council (Kurdistan Parliament) on the unification list. In 1993, he decided to dissolve the Feyli Muslim Kurdish Movement in order to unite with the Kurdistan Democratic Party. In 1993, he was elected by the congress delegates as a member of the Central Committee of the Kurdistan Democratic Party - United (Yazdemin Congress of the Kurdistan Democratic Party).
In 1993, he was appointed as the head of the Yazdemin Branch Committee of the Kurdistan Democratic Party - United. In 1994, he was appointed as the head of the Tenth Soran Branch Committee of the Kurdistan Democratic Party - United. From December 1996 to December 1996, he was appointed as the third head of the Yazdemin Branch Committee of the Kurdistan Democratic Party - United for the second time. At the end of 1996, an attempt was made to assassinate him by the Patriotic Union of Kurdistan, but the attempt was unsuccessful. On March 19, 1997, he was sworn in before the Kurdistan National Council and became the Minister of the Region (Third Cabinet). On July 26, 1997, at the first congress held in Erbil and under the supervision of President Masoud Barzani, he became the chairman of the Feyli Kurds Association in Erbil. In 1999, he ran for membership in the Central Committee at the 12th Congress of the Kurdistan Democratic Party but was unsuccessful. On 20 December 1999, he was sworn in before the Kurdistan National Council and became the Minister of the Region (Fourth Cabinet). On 1 October 2000, the Chairman of the Kurdistan Regional Government Council requested the Kurdistan National Council to relieve him of his ministerial position. In 2005, he was a candidate on the 130th list of the Kurdistan Alliance for the Iraqi National Council. In 2005, he was appointed as a member of the Central Control and Supervision Committee of the Kurdistan Democratic Party. In 2005, he became the editor-in-chief of the Arabic magazine Al-Federalyya, the organ of the Baghdad Branch Committee of the Five. In 2010, he was a delegate to the Thirteenth Congress of the Kurdistan Democratic Party.
