Segvan Osman Halo, known as (Segvan Halo), was born on July 1, 1968 in the village of Bosel, in the Zakho district of Duhok province. He received his bachelor's degree from the College of Law of Salaheddine University in 2008, and his master's degree in law from the College of Law of Salaheddine University in 2016. He emigrated to Iran on November 9, 1984 and settled in the city of Nakheda. He returned to Southern Kurdistan in 1991.
On 12th of December 1983, he contacted the organizations of the Democratic Party of Kurdistan, on 25th of November 1984, he became a Peshmerga in the Finance Department of the Political School, in 1985 he became a cadre in the Finance Department of the Political School in Rajan, in 1991 he became a Department Member in the Finance Department of the Political School in the city of Rawandiz, and in 1993 he became a School Member in the Finance Department of the Political School.
On November 6, 2022, at the Fourteenth Congress of the Kurdistan Democratic Party in the city of Duhok, he was elected as a member of the Central Committee by the members of the congress.
