Situation and holding of the congress:

As a measure of reorganization and renewal, in April 2001, after the appropriate conditions were met, a decision was made to hold a new congress of the Kurdistan Qutabi Union, and for this purpose, a Congress Preparatory Committee was established in the Secretariat School under the supervision of the Secretary of the Kurdistan Qutabi Union. Between April 5 and 20, 2001, this committee made all the preparations for the congress, and the members of the congress were elected from the regional leagues and committees (1).

After preparations, the congress was held in Erbil from July 28 to 31, 2001 under the motto "Science - Peace - Innovation" in the presence of President Masoud Barzani started. First the President Masoud Barzani presented his article and then read the letter of Jalal Talabani, the first secretary of the Kurdistan Qutb Union and the Secretary of the Patriotic Union of Kurdistan (PUK), the article of Dr. Roj Nouri Shawes President of the Kurdistan Parliament, Nechirvan Barzani The Prime Minister of the Kurdistan Regional Government, the Minister of Education, the Governor of Erbil, and representatives of the Kurdistan Students Association were read out (2). 427 representatives of all organizations of the Kurdistan Qutabi Union participated in this congress (3).

As a result, the delegates elected a new committee for the executive committee as follows:
