Martyr Abdulkhalib Tofiq was born in 1921 in the village of Qefar in the Shiwani district of Kirkuk province. He was a farmer and a villager, his level of education was primary, and in addition to his mother tongue (Kurdish), he was fluent in Arabic, Turkish, and Persian. Abdulkhalib Tofiq was a housewife and his family name was Neima Qadir, and he had two sons and a daughter.
In 1963, contact with September Revolution (September) and becomes a Peshmerga in the Hewler Plain force of the Kurdistan Democratic Party, which at that time Faris Bawe He became the commander of that force. He actively participated in the battles in the Kirkuk and Siwan regions.
After the declaration of the March 11, 1970 agreement, Abdulkhalib Tofiq continued his work as a party cadre of the Kurdistan Democratic Party.
In 1979, he was arrested by a Ba'ath regime force and transferred to Abu Ghraib prison. After two years, he was released for 3,000 Iraqi dinars at the time. After his release, in 1981, he reconnected with the Kurdistan Democratic Party organizations and became a cadre (Agirin Line) of the Shiwani district committee of the Kurdistan Democratic Party's Third Division, where at that time Seyid Asi Ali was the head of the secret wing of the area and the martyr Seyid Hesen was the head of the District Committee.
Abdulkhalib Tofiq became a Peshmerga during the 1991 Kurdish uprising and was in contact with the forces of the Khalqalani organization affiliated with the Shiwani District Committee of the Third League of the Kurdistan Democratic Party, where Martyr Nawzad was responsible for organizing and commanding that force at that time. He actively participated in the 1991 Kurdish uprising to liberate Erbil province, Daretu district, Tekiye district, Chamchamal district, Kirkuk province.
After the millionth migration of the Kurdistan people in 1991, Abdulkhalib Tofiq and a group of his comrades in the Kor district came under artillery attack by the Ba'ath regime and (Iraqi Army). Abdulkhalib Tofiq was seriously injured. His comrades then transferred him to the Diyana district to receive treatment for his wounds, but due to the severity of his wounds, Abdulkhalib Tofiq died four days later in Diyana and was buried on Azadi Hill near Haji Omaran.
