Academic and politician Xesraw Abdula Ismail Ma'ruf, known as (Xesraw Goran), joined the ranks of the Kurdistan Democratic Party in 1976 and the ranks of the Kurdistan Peshmerga forces in 1978. He was a delegate to the ninth congresses in 1979, the tenth in 1989, the eleventh in 1993 and the twelfth. In 2010, he was elected a member of the leadership council of the Kurdistan Democratic Party at the thirteenth congress.
Biography
Xesrow Goran was born in 1960 in the city of Duhok. In 1987, he received a bachelor's degree in national economics from Stockholm University and a master's degree in history. He served as the general director of the Kurdistan National Council from 1994 to 2003. In 2003, he was appointed Deputy Governor of Mosul for the Kurdish section by the Mosul Provincial Council. In 2014, he became a member of the Iraqi National Council on the list of the Kurdistan Democratic Party. He is fluent in Kurdish, Arabic, Swedish and English.

He was a delegate to the ninth congresses in 1979, the tenth in 1989, the eleventh in 1993, and the twelfth congress of the Kurdistan Democratic Party in (1999), and was elected as a member of the leadership council of the Kurdistan Democratic Party at the thirteenth congress in 2010. In 2011, he became the head of the General Elections Authority.
In 2003, he became deputy head of the fourteenth district committee of Mosul and a year later became head of the same district committee.
In 2014, he was elected as a member of the Iraqi Council of Representatives and became the Chairman of the Kurdistan Democratic Party Faction.
