Organizing Congresswill
After implementing the recommendations of the Second Congress by the Party's Provisional Central Committee on the internal program and regulations, and the situation that arose due to the separation of Hamze Abdullah's wing from the KDP, the Provisional Central Committee of the KDP urgently convened the Third Congress.
After extensive preparations, on December 26, 1953, with the presence of 35-40 representatives of KDP organizations and the presence of the old and new party leadership, the third KDP Congress was held secretly under tight security at the house of Raîs Awal Fatîh Jabarî in the Shatrlu neighborhood of Kirkuk.
After the congress report was read and approved by the participants, a decision was made to change the party's name and amend its internal program and regulations. The party's name was changed from the Kurdish Democratic Party of Iraq to the Kurdistan Democratic Party - Iraq, and the guidelines for changing the party's program and regulations were drawn up. This work remained pending until the members of the Party's Central Committee were appointed. Then, the congress members elected a new central committee consisting of:
1. Mustafa Barzani, President
2. Ibrahim Ahmed, secretary general
3. Dr. Cafer Muhammad Karim
4. Mirhac Ahmed Akrey
5. Nouri Shawes
6. Ali Abdullah
7. Nouri Ahmed Taha
8. Jalal Talabani
9. Omar Mustafa
10. Ali Hamdi Beduhi
11. Rashid Abdulqadir
12. Muhammad Amin Maruf
13. Jalil Hişyar.
Then, 4 members were appointed to the Political School: Ibrahim Ahmed, Nouri Shawis, Ali Abdullah, and Omar Mustafa.
At this congress, the name of the president will be stated in writing, as stated in Article 29 of its regulations. The president of the Kurdistan Democratic Party (KDP) – Iraq, the hero of the liberation of Kurdistan, General Mustafa Barzani, is the president of the Kurdistan Democratic Party (KDP) – Iraq, and for the first time in the history of the KDP, the term secretary general was used.
The most important decisions of the congress were:
- Changing the name of the KDP from (Kurdish Democratic Party) to the Democratic Party of Kurdistan - Iraq.
- Marxist-Leninist thought was designated as the ideology of the KDP.
- The name of the KDP organ was changed from Rzgarî to Xebat.
- The establishment of the Kurdistan Students' Union (Kurdistan Students' Union), the Kurdistan Democratic Youth Union (Kurdistan Democratic Youth Union) and the Kurdistan Women's Union (Kurdistan Women's Union).
- The sudden expulsion of Hamza Abdullah from the KDP.
- Auni Yusuf was not accepted as a congress delegate on the grounds that he had ignored the decisions of the interim leadership of the second congress.
The Kurdistan Democratic Party (KDP) - Iraq was organized as follows, based on the regulations of the third congress (Chamber, Regional Committee, Branch Committee, Central Committee, Political School, Secretary General of the KDP, President).
The adoption of Marxist-Leninist ideology, although incompatible with the beliefs of the National Party and against the wishes of the majority of KDP cadres and members, was in line with the prevailing ideas and beliefs of the time. It seems that this was due to rivalry with the Communist Party, which led to a large number of communists and Marxists in Kurdistan joining the KDP.
In terms of media and party publications, after the third congress, in addition to the newspaper Rizgarî, which was renamed Xebat and was the organ of the KDP, the newspaper (Nîda Kurdistan) began publication in Arabic, and two other publications, called Rêya Nû ya Rewşenbîr ü Ciwanan and Nîrkey cotyar (The Lament of Farmers), were published in Kurdish for the Farmers.
