Situation before the congress:
On July 17, 1994, the Qutbani Union (Students) Kurdistan received an official authorization from the Ministry of Interior of the Kurdistan Regional Government (1). According to the recommendations of the eighth congress, the ninth congress of the Qutbist Union was to be held in 1995. (Students) of Kurdistan was to be held, but this date was three years away, there were several reasons for the postponement, the most important of which was the involvement of the Kurdistan Democratic Party (KDP) in the series of internal wars of the Patriotic Union of Kurdistan (PUK) in May 1994. As a result, most of the bases of the Qutbist Union (Students of Kurdistan were robbed and its members were arrested and intimidated(2).
Despite the difficult situation imposed, between 1993 and 1998, the Executive Committee of the Qutbist Union (The students of Kurdistan held 9 meetings to organize their ranks and manage student affairs, in the last meeting, namely the ninth meeting of the Executive Committee on the 17th April In 1998, it was decided that the ninth congress of the Qutbist Union (Students) of Kurdistan (3). The Congress Preparatory Committee was established and on May 20, 1998, elections were held to elect representatives to the Congress at all levels (4).
Congress Management:
After all the preparations of the preparatory committee, on Wednesday, July 27, 1998, with the presence of 260 delegates, the ninth congress of the Kurdistan Qutb Union was held, under the motto (Science, Freedom, Integration), in the presence of the President. Masoud Barzani, was held at the Cultural Hall in Erbil, the capital of the Kurdistan Region (5).
On Wednesday, July 29, 1998, the congress delegates voted for the new executive board members (6). For the first time in the history of the Kurdistan Qutb Union and the Kurdistan Democratic Party, a quota for women was set for the executive board, resulting in four women benefiting from the women's quota.

On August 12, 1998, the executive board, at its first meeting, elected Ali Awni as secretary and the following members of the Secretarial School:

5- Caravan Jalal Ali
6- Isa Ahmed Axa.
During this period, the Kurdistan Qutbist Union had 8 leagues, including the leagues of the University of Salaheddin, Raperin, Hewlêr, Sulaymanî, Duhok-Nînawa (a branch of the University of Duhok, established in July 1998), Soran, and Acre.
