Organizing the Congress:
In order to reorganize its ranks and act in accordance with the new situation, the Secretariat of the Kurdistan Qutb Union decided to hold its 12th congress. For this, a preparatory committee was formed and July 2007 was set as the date for the congress. In a short time, the preparations for the congress were completed by the preparatory committee and members were recruited for the congress in the League organizations, but for several reasons, the congress was not held according to its schedule and was postponed for 2 months (1).
After all the preparations, the congress was held on September 23-24, 2007 at the Peshawa Hall in Erbil, with the participation of 410 representatives of all the organizations of the League, under the slogan (Science and the Struggle for a Free Nation - Towards a Bright Future), in the presence of the President. Masoud Barzani and Ednan Mufti, Speaker of the Kurdistan Parliament(2). Fazil Mirani, Secretary of the Political School of the Kurdistan Democratic Party (KDP), Nawzad Hadi, Governor of Erbil, the French Ambassador to Iraq and several other guests began their duties(3).
In this congress, some changes were made to the terms of reference for the organizations of the Qutb Union of Kurdistan, such as the League for the provincial center and the regional committee for the district league(4).
After reading the speeches of the participants and preparing the reports of the appointed committees, the new Secretariat was elected by the members of the congress as follows:
1- Rênas Cano - Secretary
2- Herman Mihemed Selim – Head of the Organization Department, Head of the Secretarial School
3- Jabar Haji Abdullah - Head of the Statistics and Planning Department, Head of the Secretariat School.
4-Shadouman Xelîl – Head of the Relations Department, Secretary's School Administrator
5- Karwan Mihemed Sabir - Head of the Communications Department, Head of the Secretariat School
6- Irfan Aziz Aziz - Head of the Sports and Arts Department, Head of the Secretariat School.
7- Ehmed Bijar Fazil – Head of Qutb Services and Representation, Head of the Secretarial School
8- Shukriya Teymur Ahmed – Head of the Intellectual and Education Department, Secretary's School Administrator.
9- Şeyma Mihemed Zahir - Head of the Finance and Administration Department, Head of the Secretarial School
10- Hogar Bayiz Salih - Member of the Finance Department, Member of the Secretarial School
11- Aryan Salaheddin Asad - Member of the Qutb Affairs and Representation Department, Member of the Secretarial School
12- Şivan Hemdi Hussein - Member of the Organization Department, Member of the Secretarial School.
Alternate members of the Secretariat:
1- Anas Eyûb Abdulrezaq – Member of the Organization Department, Alternate Member of the Secretarial School.
2- Omer Bekir Wesu - Member of the Organization Department, Alternate Member of the Secretariat School.
