Martyr Cemal Qadir Emin, known as (Sheikh Cemal Çewtan), was born in 1942 in the village of Çutani in the district of Nalparez. He grew up in a village and completed his primary education and his religious education in the madrasah or religious cell in Nalparez and Penciwen. He was the commander of the transport and transfer to the district of Arbet, Sheikh Cemal Çewtan became a housewife and his family name was Nefiye Qadir and he had a son and three daughters named Mesûd and Samîre and Minîre and Kelsum.
In 1962, he became a Peshmerga in the Sherifi Haji Mela Brigade of the Kurdistan Democratic Party's Xebat battalion. He participated in the Pirdi Zelm epic, the Battle of Penciwên, the Battle of Wilesimt and Qalbeze, the Battle of Kani Bozey Tazedê, the Battle of Dole Sur, the Battle of Nalparez, the Battle of Pirdi Kelwez (Nobody Captured), the Battle of Seyid Sadiq, the Battle of Derbendîxan, the Battle of Ehmed Awa, the Battle of Kani Sêf, the Battle of Xurmal, and the Battle of Mount Şinirwê. He was wounded in both the Battle of Wilesimt and Qalbeze in 1963 and the Battle of Dulesûr in 1967.
He received the rank of Sergeant in 1964, became the head of the Military Department of the Haji Mella Sherifi Brigade in 1968, and was promoted to the rank of Divisional Commander of the 7th Brigade of the Heres Hidud (Tixub Guard) in 1970. In 1974, he received the rank of Sergeant Two of the Bemo Battalion of the Kurdistan Democratic Party's Xebat force, at which time Heme Suri Hussein became the Battalion Commander.
On June 4, 1974, Sheikh Jamali Chewtan and a group of his comrades ambushed a military convoy of the then Iraqi regime on the road between Sulaymaniyah and Arbat, which was planning to attack the Derbendixan district. After the confrontation, Sheikh Jamali Chewtan and several of his comrades, including Kemal Hawari, Ali Mizeli, and Fatahe Sur, were martyred there.
