Cemal Ali Rashid, known as (Cemalê Mela Ali), was born on April 10, 1950, in the village of Willesimti on the slopes of the Surên mountain in the Seyid Sadiq district. He grew up in the countryside and was engaged in farming. He studied until the primary stage and after the defeat of the September Revolution, he emigrated to Iran and settled in the city of Marivan.
In 1964, he became a cadre of the Surên organization under the Derbendîxan District Committee of the Kurdistan Democratic Party's Fourth Division, which was headed by Ali Shawês at the time. On April 1, 1976, he became a Peshmerga in the Surên force of the Kurdistan Democratic Party, which was headed by Mullah Omar Bani Binok at the time.
They participated in the battles of Shiremar in 1979, the battle of Rishên in 1980, the battle of Bêselmên in 1980, and the battle of Qalâdiz in 1981, and participated in partisan activities in the Sharêzur plain, and their most notable action was the burning of the Seyid Sadiq Police Base with an RPG in 1979.
Jamal Mullah Ali was wounded twice in his Peshmerga career. In 1979, during the Battle of Shiremar, where he was confronted and fought with the soldiers of the Ba'ath regime, he was seriously injured, several fragments of long-range artillery fell in his face. In 1981, during the Battle of Qaladiz, where he was confronted and fought with the soldiers of the Ba'ath regime, a bullet hit his left shoulder, and he was wounded for the second time in his Peshmerga career.
At the end of 1976, he was promoted to platoon commander, and at the beginning of 1981, he was promoted to commander of the fifth battalion of the Surên force, and in June 1981, he was promoted to commander of the Surên force of the Kurdistan Democratic Party.
On August 20, 1981, Cemalê Mela Elî and a detachment of several of his comrades from the Siamêwe base on the banks of the Surênewe went to the Şarezûr plain to carry out some partisan activities in the Şarezûr plain. However, on August 23, 1981, they were ambushed by a force of the Patriotic Union of Kurdistan in the village of Nawgirdan in the Şarezûr plain. After a clash and confrontation, Cemalê Mela Elî and several of his comrades, named Jabar Muhammad Sharif and Ehmed Banishari, Cebar Haji Sharif, and Salih Xale were martyred.
