Martyr Rasûl Mihemed Ali was born in 1955 in the village of Balekian, near the town of Diyana in the province of Erbil. He lived in the village and farmed, was uneducated, and was unmarried.

In 1972, he joined the September Revolution and became a peshmerga in the Erîf Yasîn battalion of the Balek Force. He participated in the battles of Gorez and Galî Ali Beg. In 1974, he was martyred in the Battle of Mount Goraz due to the shelling of the Ba'th regime.
