Dr. Naseh Ghafoor RamadanBorn in Kirkuk in 1948, he belonged to the Zangana Feyli tribe. His ancestors left Kermanshah in eastern Kurdistan during the Safavid era and moved to southern Kurdistan, then under Ottoman rule. He completed his primary, intermediate, and secondary education in Kirkuk. In 1969, he was appointed as a teacher at the Penjwen Primary School, and later that same year, he was appointed as an inspector in the education department. September Revolution In the Hawraman region of Sulaymaniyah Governorate, in 1969, he was one of the students of the first course for teachers of the revolution in the village of Nawberdan, which belongs to Erbil Governorate.

In 1970 he began writing poetry. In 1970 he went to the Soviet Union for study. In 1971 he was accepted into the Department of International Relations and International Law at Kyiv University. On June 22, 1976 he received a Master's degree in the Department of International Relations and International Law from Kyiv University. On December 24, 1979 he defended his doctoral thesis in the Philosophy of History - History of International Relations and Foreign Policy from Kyiv University, which was accepted on April 23, 1980.

In 1980 he went to the Republic of Austria and was a refugee there until 1981. In 1981 he returned to Iran and stayed there until 1987. Between 1987 and 1991 he was a representative of President Masoud Barzani and the Kurdistan Democratic Party in the Soviet Union. In 1990 he sought refuge in the Kingdom of Sweden. He returned to the Kurdistan Region after the uprising in southern Kurdistan.

In 1996, he was awarded the rank of Professor from Salahaddin University. From 1997 to 2008, he was a lecturer in the Department of Law and Politics at the Evening College of Law and Politics, Salahaddin University (Erbil). He received the rank of Professor from Moscow State University in 2006. Also in 2006, he became a member of Writers Without Borders. He is fluent in Kurdish, Turkish, Azerbaijani, Arabic, Russian, Ukrainian, Persian, German, and Swedish.

He became involved with the Kurdistan Democratic Party (KDP) in the summer of 1964, and in 1966 he was honored with party membership. In 1969, he graduated from the first course of the Institute for the Preparation of Revolutionary Teachers, and in 1969 he graduated from the first course of the Institute for the Preparation of Cadres. In the summer of 1966, he was granted the honor of membership in the Kurdistan Democratic Party. In 1968, he worked in the ranks of the Kurdistan Students Union in Kirkuk and was responsible for the cell. In the summer of 1969, he joined the Peshmerga forces within the activities of the Third Branch Committee of the Kurdistan Democratic Party. From 1969 to 1979, he was a member of the local committee of Penjwen, affiliated with the Fourth Branch Committee.

In 1970 he was a member of the Kurdish Students Association in Europe. Between the years (1971-1976) he was a member of the Ukraine Organization Committee of the Kurdish Students Association in the Soviet Union. On February 16-20, 1972 he participated in the fifteenth conference of the Kurdish Students Association in Europe (K.S.S.E) in Bucharest, Romania. Between the years (1976-1980) he was responsible for the Soviet Union Organization Committee of the Sixth Branch Committee of the Kurdistan Democratic Party. In 1980-1981 he was a member of the branch of the Sixth European Branch Committee of the Party. In 1980 he supervised the Party's organizations in Austria.

In 1981, he rejoined the Peshmerga forces. On September 28, 1981, he was appointed a member of the Media Department. In 1981, he was in charge of the Kurdish Publications Division. Also in 1981, he was appointed head of the Sulaimaniyah Local Committee of the Fourth Branch Committee and an active member of the Fourth Branch Committee. From 1984 to 1985, he worked as a member of the Organizations Department. From 1985 to 1986, he was in charge of the Sulaimaniyah Local Committee of the Fourth Branch Committee. On October 5, 1985, he was elected an active member of the Fourth Branch Committee. In 1987, he worked in the Relations Department in Syria. Between 1988 and 1991, he worked as a research fellow at the Institute of Oriental Studies of the Soviet Union in Moscow. In 1989, he was elected as an alternate member of the Central Committee of the Kurdistan Democratic Party by the delegates of the Tenth Congress. On November 5, 1991, he was appointed as a member of the Organization Department. On December 8, 1991 He was appointed as the head of the Kurdistan Democratic Party’s cadre institute, and from December 16, 1991 until February 18, 1992, he was a professor of the curriculum and internal regulations of the Kurdistan Democratic Party and the main principles of party organizations in the ninth session of the Kurdistan Democratic Party’s cadre institute in Pirmam district, Erbil Governorate.

On October 16, 1993, he delivered a speech as Minister of Education in the Kurdistan Regional Government at the Freedom Conference of the Kurdistan Students Union and the Kurdistan Democratic Youth Union in Erbil. He served as Director of the 10th, 11th, 12th, and 13th sessions of the Party Cadre Training Institute until 2002. In 1992, he became a member of the Kurdistan National Assembly representing the Kurdistan Democratic Party (KDP). On July 4, 1992, he was appointed Minister of Education (first cabinet). He published a poem in the KDP's official newspaper, Khabat, on Wednesday, August 19, 1992. In 1993, he was elected as an alternate member of the Central Committee of the unified KDP by delegates to the 11th Congress. On April 25, 1993, he was appointed Minister of Education in the second cabinet of the Kurdistan Regional Government. On Saturday, May 29, 1993, as Minister of Education in the Kurdistan Regional Government, he received Ms. Bärbel, a member of the Parliamentary Assembly of Bavaria, Federal Republic of Germany. In December 1993, Hamer participated as Minister of Education in the Kurdish Language Conference organized by the Sorbonne University and the Kurdish Institute in Paris. Also in 1993, he was elected as an alternate member of the Central Committee of the Kurdistan Democratic Party – Unified by delegates to the Eleventh Congress. On October 16, 1993, as Minister of Education, he attended the Freedom Conference of the Kurdistan Democratic Youth Union and the Kurdistan Students Union in Erbil. From December 23, 1994, to March 28, 1995, he and 58 other members of parliament from all lists staged a sit-in at the Kurdistan National Assembly building to condemn the civil war. On December 30, 1994, his home in Erbil was looted by Patriotic Union of Kurdistan (PUK) militants. In the fall of 1996, he visited Moscow as a representative of President Masoud Barzani, accompanied by Aziz Mohammed and Dr. Ezzeddin Mustafa Rasul, to seek support from the Russian authorities for the Kurdish cause. On December 19, 1996, he was a member of He was a member of the Higher Education Committee (first session), and on December 19, 1996, he was a member of the Relations Committee of the Kurdistan National Council (first session).

In 2001, he was a professor of organization, curriculum, and internal regulations of the Kurdistan Democratic Party (KDP) in the twelfth session of the KDP Cadre Institute in Erbil. On Thursday, November 2, 2001, he participated with President Masoud Barzani in the graduation ceremony of the twelfth session of the Cadre Institute in Erbil. On April 6, 2002, he became the head of the Education and Higher Education Affairs of the Kurdistan National Council (first session). In 2001, he was a professor of curriculum and internal regulations of the KDP in the thirteenth session of the KDP Cadre Institute in Erbil. On November 31, 2002, he became the head of the KDP bloc in the Kurdistan National Council (first session). In February 2003, he visited the Russian Federation with Dr. Rozh Nuri Shaways, known as Dr. Rozh Shaways, President of the Kurdistan National Council, as part of a KDP delegation with the aim of strengthening relations.

From February 14, 2004, to April 14, 2004, he was a professor of the curriculum and internal regulations of the Kurdistan Democratic Party in the fourteenth session of the Kurdistan Democratic Party Cadres Institute in Erbil. In the years (2003-2013), he was responsible for the Council of Civil Society and Democratic Development in Kirkuk. On January 30, 2005, he was a candidate on the Kurdistan National Democratic List, number 162, to the Kurdistan National Assembly. In 2005, he was a member of the Committee on Relations and Cultural Affairs in the Kurdistan National Assembly (second session). On June 4, 2005, he became a member of the Kurdistan National Assembly (second session). On September 9, 2005, by decision of the President of the Kurdistan Region, he became a member of the Committee for Review and Implementation of Article 58 of the Law of Administration of the State of Iraq for the Transitional Period (second session). On August 23, 2005, he was a member of the Committee on Relations and Social Affairs in the Kurdistan National Assembly (second session). In 2006, he was a member of the International Society for the Protection of Threatened Peoples. From November 27-29, 2006, he participated in the Russia-World Islamic Conference in Moscow. On December 6, 2006, he was awarded the Mikhail Lomonosov Medal by the National Committee for Social Awards of the Russian Federation in Moscow. In 2007, he was a professor of the curriculum and internal regulations of the Kurdistan Democratic Party (KDP) at the 16th session of the KDP Cadre Institute in Erbil. In 2010, he was a candidate on the Kurdistan Alliance list for membership in the Iraqi Council of Representatives. In 2014, he was the only person in the Middle East and Africa accepted as a member of the Central Committee of the World Peace Games. In 2010, he was a delegate to the 13th Congress of the KDP. On December 18, 2010, President Barzani awarded him the Barzani Eternal Medal in recognition of his struggle and sacrifices in the September and Gulan revolutions and the uprising in South Kurdistan.
