Biography

Mohammed Khurshed Tofiq, also known as Dr. Mohammed Khurshed, was born on November 19, 1966 in Kirkuk. He fled to Iran in 1975 after the collapse of the September Revolution In 1991, after the great uprising in South Kurdistan, he returned to Kurdistan. In 2002-2003, he graduated from the Law Department of Salahaddin University.

In 2004-2007, he participated in NDI and specialized in negotiation. On July 12, 2008, he received a master's degree in administrative law from Salahaddin University entitled (Administrative Responsibility for Criminal Prosecution). On February 14, 2015, he received his PhD in Philosophy of Public Law from Salahaddin University entitled (Guarantees of Public Rights and Freedoms in the Face of Administrative Office Proceedings). He speaks Arabic, Persian and English.
