In 1988, the Iraqi government launched a large-scale offensive against the Kurdish regions controlled by the Peshmerga. Clearly, due to the 1980-1988 Iran-Iraq War, the government lacked sufficient forces to control all of Kurdistan, thus allowing the Peshmerga to seize control of several areas. .
In the eighth year, the war between the two countries weakened because they were close to the end and an agreement between the two sides, so Iraq had the opportunity to move and prepare to take steps against the Kurdish revolution, in order to suppress and abort the Kurdish people’s revolution.
It appears that the government's plan was to annihilate and destroy the areas. At 7:00 AM on February 26, 1988, the Iraqi army advanced from the axes of Beitwata and Khalifan and launched a large-scale attack on the Balisan Valley. In western Sulaymaniyah, which is part of Erbil Governorate, and with the help and support of warplanes, artillery, tanks, and mercenaries, the Peshmerga forces prepared a comprehensive plan to confront and defeat them. As a result, and with fierce resistance from the Peshmerga forces, the army, Iraqi forces, and mercenaries were defeated on the evening of the same day.
