Academic and politician Masrour Masoud Mustafa Barzani, known as Masrour Barzani, joined the Kurdistan Peshmerga ranks in 1985. He was elected as a member of the Central Committee and the Leadership Council in the 12th Congress (1999) and the 13th Congress (2010), and later as a member of the political bureau of the Kurdistan Democratic Party. He was elected in the fourteenth congress (2022) by the majority vote of the representatives of the congress as the deputy president of the Kurdistan Democratic Party. In 2004 he became the Head of the Security (Parastin) Agency of Kurdistan Region. In 2012 he received the position as the chancellor of the Kurdistan Region Security Council, and in 2019 became the Prime Minister of the Kurdistan Region and was appointed to form the ninth cabinet of the government.


Biography 

Masrour Barzani was born on March 2nd, 1969 in the village of Dilman in Balakayati area. He is from the house of the Sheikhs Barzan’s Takiya. He completed his high school education in the Islamic Republic of Iran. In 1993 he moved to the United States of America to continue his education and in 1997 he earned a bachelor's degree in international relations from the University of Washington, Usa. Later, He continued his education to get a master degree in Pease and Conflict Resolutions. He is married and has three sons and a daughter named Yasamin, Arin, Barzin, And Aran. He knows four languages: Kurdish, Persian, English and Arabic.

Memoir of Struggle

Masrour Barzani joined the ranks of the Kurdistan Peshmerga forces in the summer of 1985 and participated in the lines of the struggle of the reformative Gulan Revolution as a Peshmerga. In 1988, he participated in the epic battle of Khwakurk and recorded the majority of the battles with his own camera. In 1991, he participated in the southern Kurdish uprising as a Peshmerga and in the same year participated in the ninth round of the Kurdistan Democratic Party’s cadres’ institute.

He participated in the tenth (1989), twelveth (1999), and the 13th (2010) Congresses of the Party as a representative, and in the twelfth and thirteenth congresses, he was elected as a member of the Central Committee and the Leadership Council, and then a member of the political bureau of the Kurdistan Democratic Party. In the fourteenth congress (2022), by the majority of the votes he was the elected as deputy president of the Kurdistan Democratic Party.


Duties and responsibilities 

In 1998, from The United States of America he returned to Kurdistan to serve. On November 20, 2004 he became the head of the Kurdistan Region’s Security (Parastin) Agency.

In 2004, he was one of the President Masoud Barzani's advisors to write the Constitution of the Federal Republic of Iraq, and in 2005 by the Kurdistan Democratic Party, he was responsible for the unification of the Kurdistan Regional Government and the Suleymaniyah administration. On April 30th, 2012, he was appointed by decree No. 68 of the Presidency of the Kurdistan Region as the Chancellor to the Security Council of the Kurdistan Region. In 2017, he participated actively in the referendum process for the independence of Kurdistan.

On December 3, 2018, at the meeting of the Kurdistan Democratic Party Leadership Council, he was nominated by the Party for the postition of Prime Minister of the Kurdistan Region, and on Tuesday, June 11th, 2019, he was elected by the members of the Kurdistan Parliament with the majority of 87 votes from 97 votes, for the position of the President of the Council of Ministers of Kurdistan region. On June 12th, 2019, by the regional decree No. 1, by Nechirvan Barzani, the president of the Kurdistan Region, he was appointed to form the ninth cabinet of the Kurdistan Regional Government, and on Wednesday, July 10th, 2019, in the parliament hall he received the trust of the presidency of the fifth round of the Council of Ministers for the ninth cabinet of the Kurdistan Regional Government.


The war on ISIS terrorists 

After August 2014, in the face of ISIS terrorist attacks on the Kurdistan Region, Masrour Barzani, as the chancellor to the Security Council of the Kurdistan Region, formed a joint operations room with the coalition and played a critical role in directing air strikes and conducting field operations against the terrorists, while simultaneously being present on the battlefield with President Masoud Barzani on the battlefield. He has participated in most of the operations against ISIS. 

On January 20th, 2014, he participated in the operation of liberating the Rabiaa plains and Shingal mountain and on 13th of November 2015, he participated in managing the operation of liberating Shingal (Sinjar) town from the grasp of ISIS forces.


Academic and charitable activities: 

He was an active participant in the establishment of Mustafa Barzani Center for Kurdish Peace at the American University in Washington D.C. On June 24th, 1999, he delivered president Masoud Barzani’s speech in the opening of the center. On April 17th, 2000 in the center of Mustafa Barzani he participated in the international Conference of Kurd and searching for an identity.

In 2005, he founded Barzani Charity Foundation, which is a non-profit charity that provides help for refugees and displaced people, and internally in need people who need help. 

In December 2013, he laid the foundation stone of the American University in Duhok city and is now the honorary president of the university board.
