The lawyer and politician Fadhil Mutni Alikhan, known as Fadhil Mirani, joined the ranks of the Kurdistan Democratic Party (KDP) in 1966. He was a delegate to the 7th Congress (1966) and the 8th Congress (1970) and was elected to the Central Committee and then to the Political Bureau at the 9th Congress (1979), the 10th Congress (1989), the 11th Congress (1993), and the 12th Congress (1999). At the 13th Congress in 2010, he was elected to the Leadership Council, and at its first meeting, he was re-elected as Secretary of the Political Bureau of the KDP. He served as Minister of the Interior in the third and fourth cabinets of the Kurdistan Regional Government (KRG), and was appointed Acting Deputy Prime Minister in the third cabinet of the KRG in 1997. He is a recipient of the Order of the Immortal Barzani.

Fadhil Mirani was born in Mosul in 1948. He obtained a Bachelor of Laws degree from the College of Law at Salahaddin University - Erbil in 2000. He served as Minister of the Interior in the third and fourth cabinets of the Kurdistan Regional Government. He was appointed Deputy Prime Minister in the third cabinet of the Kurdistan Regional Government in 1997. He is fluent in Kurdish, Arabic, English, Turkish, and Persian.

He joined the ranks of the Kurdistan Democratic Party in 1966. He was a delegate to the (seventh 1966, eighth 1970) conferences. He was elected as a member of the Central Committee and then as a member of the Political Bureau at the (ninth 1979), (tenth 1989), (eleventh 1993) and (twelfth 1999) conferences. At the thirteenth conference in 2010, he was elected as a member of the Leadership Council. At the first meeting of the Leadership Council, he was again elected as Secretary of the Political Bureau of the Kurdistan Democratic Party. He was elected as a member of the Central Committee at the fourteenth party conference in 2022. At the first meeting of the committee, he was again elected as Secretary of the Political Bureau of the Kurdistan Democratic Party. During his struggle in the ranks of the Democratic Party, he assumed many tasks and responsibilities, including: Head of the local committee of Akre, affiliated with the first branch committee (1979), working member of the first branch committee (1970), working member of the third branch committee (1973), member of the Organizations Bureau (1975), working member of the seventh branch committee - America (1977). Head of the Organizations Office (1979), Head of the First Branch Committee (1991), Secretary of the Political Bureau (2004) and... etc.
In 1975, after the setback of the September Revolution, he sought refuge in Iran. In the same year, Comrade Masoud Barzani contacted him to make preparations for the Gulan Revolution. He then went to the United States as a refugee in 1977.
In 1988, he was elected to the Executive Bureau of the Kurdistan Front, and in the same year he participated in the Khwakurk epic against the Iraqi army. In 1991, he oversaw the uprising in southern Kurdistan in the Bahdinan region and was the Kurdistan Front official in Mosul-Duhok.
He served as Minister of the Interior in the third and fourth cabinets of the Kurdistan Regional Government, and was appointed Deputy Prime Minister in the third cabinet of the Kurdistan Regional Government in 1997.
In 2010, President Masoud Barzani awarded him the Barzani Medal in recognition of his struggle and sacrifices in the September and Gulan revolutions, the uprising in southern Kurdistan, and the era of sovereignty.
