Reasons for holding the congress:
After the second conference of the Kurdistan Students Union in August 1964, the organizations of the organization in educational centers in different cities of Kurdistan and Iraq actively resumed work.
In February 1965, a meeting was held in Karadag area of southern Sulaimani province with the presence of representatives of all branches of the organization in different cities of Kurdistan and Iraq, especially Badinan region.
The meeting lasted one day and one of the most important decisions was to reaffirmed its support for the revolution and to keep the secretariat or the preparatory committee elected at the second conference until the next congress.
In response, the group that had split from the party and the organization and joined the Political Bureau group issued a statement against the meeting, which further complicated the internal situation of the organization.

Due to the situation of the Kurdistan Students Union (KSU) and in order to resolve the accumulated problems, the secretariat of the organization decided to hold an emergency conference to start preparations for the fifth congress as soon as possible Several decisions were made, the most important of which was the establishment of a preparatory committee for the fifth congress, which was scheduled to be held in the summer of 6. Continue to support the revolution and defend the professional and academic demands of Kurdish students.
Conducting the Congress:
As decided at the conference in Nawprdan, due to the complicated situation the organization was going through and after the preparations of the organizing committee, the congress was held from July 13 to 15, 1967, under the slogan of (A.ی ج.remains.Ri students خ.do the bat.n in. for the sake of his rights. Abdulkarim Hassan was elected as the president and Nawzad Ali Mohammed as the secretary of the organization. The new secretariat was elected by the votes of the congress delegates as follows:

Strengthening its relations with Turkish and Syrian student organizations. Opening of a university in Kurdistan. Expulsion of Abdul Wahab Talabani and Fares Jukal Hawez from the organization for their links to the central government. Admission of Kurdish students to Iraqi colleges and universities on the basis of regional distribution. Kurdishization of education at all levels throughout Kurdistan, especially in Mosul province. Admission of Kurdish students in military, police and aviation colleges. Determining the fate of students who had joined the revolution. 9.
