Mihemed Selîm Ehmed Ebdulrehman Baclurî was born in 1902 in the village of Baclur in the Zawita district of Dohuk province. He was one of the followers of the Barzan Sheikhs and participated in the first Barzan revolution (1931-1932). After the defeat of the revolution, he went to East Kurdistan with the Barzani fighters and returned to his village after some time. In 1975, after the defeat of the September Revolution, he migrated to the country of Iran. Initially, he resided in the Zewe camp in East Kurdistan. Later, he was moved to the city of Tabriz. He lived in the city of Miyane for a while and then went to the city of Marand. On December 22, 2003, at the age of 101, he passed away and was laid to rest in the city of Dohuk.

In 1943, when Barzani returned from Sulaymaniyah to Barzan, he participated with Izet Ebdulezîz in the capture of the Amadiya military base, and also participated in the battle of the Sewre military base on the Shin River in the Bile district. In 1945, he participated in the battle of Meydan Morîk near the village of Hawdiyan in the Soran district.

On October 11, 1945, in order to protect themselves from the bombing by British warplanes and the attack by the army and the Iraqi regime's mercenaries, he and eight other fighters intended to go to East Kurdistan, but they got lost on the way. They were forced to return through Nerwe and Rekan and were arrested in the village of Qedish in the Amadiya district. They were released from prison at the request of Seîd Axa Doskî.

In 1958, when Barzani returned to Iraq from the Soviet Union, Mihemed Selîm Ehmed, along with Salih Yusifî, the head of Branch One (1) in Badinan, and about 20 prominent figures of the region, went to see and welcome General Mustafa Barzani in the city of Baghdad. There, they held a meeting with Barzani, and he told them: Go and open a base of operations in your regions. For that reason, Mihemed Selîm, along with Têlî Gerdî Yek Maleyî, Mehdî Hesen Nizarkî, Hesen Sîtî Bamernî, and Mela Hemdî, opened a base of operations in Dohuk.

In 1961, during the start of the September Revolution in the Aloka area of Dohuk province, Têlî Gerdî was the head of the Peshmerga force and Mihemed Selîm Ehmed was his deputy, and they participated in the battles of Aloka, Geliya Zawita, and the Dohuk valley.

In 1962, when Barzani entered the Soran district for the second time, Mihemed Selîm Ehmed Ebdulrehman Baclurî went with Barzani to the Xelîfan and Qeladizê districts. In 1964, he participated in the sixth congress of the Kurdistan Democratic Party in the city of Qeladizê; after that congress, he returned to Dohuk and was with the Dohuk force alongside Elî Xelîl. In 1970, after the March 11 agreement was signed, due to his advanced age, he could no longer continue as a Peshmerga and carry out partisan activities. For that reason, Mihemed Hesen was appointed in his place as the Commander of the 4th Battalion of the Dohuk force.

In 1974, when the Iraqi regime reneged on the implementation of the March 11 agreement and declaration and started the war against the Kurdish people and the revolution, Mihemed Selîm again contacted the headquarters of the 4th Battalion Peshmerga of Dohuk and expressed his readiness to cooperate and defend the revolution. In 1979, as a member within the borders of Branch One (1), he participated in the ninth congress of the Kurdistan Democratic Party.

On August 25, 1991, he returned to South Kurdistan and resided in the city of Dohuk. On August 16, 1996, because of the services he provided to the Kurds, Kurdistan, and the path of Barzani, on the 50th anniversary of the founding of the Kurdistan Democratic Party, he received the Barzani medal from President Barzani.
