Reason:

On 10 June 1963, the regime again began an attack against Kurdistan and sent all its armed forces to the battlefields. The Kurdistan army opened many battle fronts to defend against the attacks and the attacks were responded to. During this period, leader Mustafa Barzani sent several letters to the KDP Political Bureau and requested Ibrahim Ahmad, the party secretary, and the political bureau to carry out several attacks against the army in their areas, but the Political Bureau, especially Ibrahim Ahmad, did not respond to their requests and did not allow the commanders to attack government forces without their consent. These behaviors caused a cooling in the relationship between leader Mustafa Barzani and Ibrahim Ahmad.

On 18 November 1963, the Ba'ath government was overthrown by a coup d'état by the army. After the coup, Abdul Salam Arif took power and directly called on the revolutionary leadership to hold negotiations,

In December 1963, after leader Barzani consulted with the political bureau, negotiations began and the Governor of Sulaymaniyah, Colonel Abdulrazaq Mahmoud, as the government representative, came to Ranya and met with leader Mustafa Barzani, Jalal Talabani and Nuri Shaways The members of the Political Bureau met and an agreement was reached between the two sides in the negotiations, and on 10 February 1964, the government announced the agreement statement, in which it was stated that “the state recognizes the national rights of the Kurds”.

On 17 February 1964, Ibrahim Ahmad, Said Aziz Shamsini and Omar Mustafa Dababa came to Sengasar and held a meeting with leader Barzani, and the result of the meeting was the agreement of all parties on the 10 February agreement. After a week in Sengasar, Ibrahim Ahmad and his friends returned to Mawet and began their opposition again. This caused a large number of commanders and Peshmerga to leave Mawet and go to Sengasar to be with leader Barzani and reveal the plan of the Political Bureau to leader Barzani. After the arrival of the Peshmerga commanders, leader Barzani held a meeting with them and after consultations, decided that all commanders who followed the Political Bureau should be removed from their posts and replaced by other commanders who are reliable. The commanders who were removed were Jalal Talabani, Omar Mustafa Dababa, Ali Askari and Kamal Mufti. In response, Ibrahim Ahmad and the Political Bureau held the Mawet conference on 9 April.

Holding the conference:

From 4 April to 9 April 1964, the conference began at the primary school of the village of Mawet. Initially, it was decided that the conference would be held on 1 April 1964 in the village of Maloma, but it was later moved to Mawet, because the Political Bureau had told the invited representatives in its letter that a conference would be held on 1 April, however, it was held three days after its scheduled date. The report of the Political Bureau was read by Ibrahim Ahmad. All members of the Central Committee, ten members and officials of all five branches, branch one of Mosul, branch two of Erbil, branch three of Kirkuk, branch four of Sulaymaniyah and branch five of Baghdad were present at the meeting. The meeting was chaired by Nuri Shaways, Ali Abdullah, Said Aziz Shamsini and Ibrahim Ahmad. Jalal Talabani, Omar Mustafa, Salih Yusifi, Abdul Hussein Fayli, Hashim Akrayi and Nahida Sheikh Salam Ahmad did not attend the conference for various reasons. Colonel Isa Pejman, the representative of the Iranian intelligence SAVAK, was in Mawet during the conference.

The main goal of Ibrahim Ahmad Fatah in the Mawet meeting was to oppose Mustafa Barzani and remove him from the leadership of the Kurdistan Democratic Party (KDP). In the same conference, a delegation was formed for a meeting between the Political Bureau and leader Mustafa Barzani. For this purpose, the delegation went to leader Barzani and it was decided that the conference would not end until the delegation returned. The delegation reached a joint conclusion with leader Barzani and returned to Mawet. When the delegation returned, the conference had already ended and the political bureau had issued a statement against leader Barzani titled ((Is the Barzani and Mushir agreement peace or surrender?)). Also, according to the work program and the goal set, on the last day of the meeting, the decision to suspend the work of leader Mustafa Barzani was made.
