During that period, he obtained a number of positions and responsibilities within the boundaries of the Zakho, Darkar, and Khabat region.

He played an active role in forming the legitimate governmental and security institutions in Zakho, and became an officer in the Asayish of Zakho when the Asayish Directorate was formed in the district. He then took over the position of Deputy Director of the Asayish of Zakho and continued in it until 1995. In 1996 he became Deputy of the Military Committee in Zakho.

In 1997, he became the commander of the Khabur Regiment in Zakho. He then took over the command of the First Regiment of the 14th Division in Zakho. In 1997, the martyr Naif Musa participated in a military course at the Military College in the city of Zakho, and obtained first place among all participants in the course. The heroic martyr also played a prominent and distinguished role in all military activities and events. The Peshmerga commander Naif Busli was martyred on June 15, 1998, after confronting the terrorists in Mount Gabinerki in the Kani Masi area in the Battle of Granda.
