The lawyer and politician Abdulkarim Sultan Abdullah, known as (Karim Shingali, Hassan, Hassan Shingali), joined the ranks of the party in 1968. He became a member of the provisional leadership of the Kurdistan Democratic Party at the Berlin Conference in 1976. He was a member of the preparatory committee for the ninth conference of the Kurdistan Democratic Party of Eastern Kurdistan in 1979. He was elected a member of the central committee at the eleventh conference of the unified Kurdistan Democratic Party in 1993. He served as the Director of the General Asayish in the Kurdistan Regional Government (1993-1994). He was elected a member of the central committee of the Kurdistan Democratic Party at the twelfth conference in 1999. He was appointed as Minister of the Interior in the fourth, fifth, sixth, seventh, and eighth cabinets of the Kurdistan Regional Government in 2001, 2006, 2009, 2012, and 2014. He was elected a member of the leadership council at the thirteenth conference in 2010 and then a member of the political bureau of the Kurdistan Democratic Party. He was appointed as an advisor to the Presidency of the Kurdistan Region following the announcement of the ninth cabinet of the Kurdistan Regional Government.

Abdulkarim Sultan Abdullah was born in Mosul in 1950. He obtained a Bachelor’s degree in Law from the College of Law and Politics - University of Baghdad in 1971. He practiced law in Baghdad between (1971-1973). He sought refuge in Iran after the setback of the September Revolution in 1975 and became a member of the committee supervising the refugees of South Kurdistan in Iran. He went as a refugee to Europe in 1976.
He was appointed Minister of the Interior in the fourth, fifth, sixth, seventh, and eighth cabinets of the Kurdistan Regional Government in 2001, 2006, 2009, 2012, and 2014. He was appointed Advisor to the Presidency of the Kurdistan Region after the announcement of the ninth cabinet of the Kurdistan Regional Government. He is fluent in Kurdish, Arabic, Persian, and English.

Abdulkarim Sultan Abdullah joined the Kurdistan Students Union in 1967, the Kurdistan Democratic Party in 1968, and was a member of the Baghdad local committee of the fifth branch of the Kurdistan Democratic Party in 1969. He joined the Peshmerga forces in March 1973.
He was tasked by Masoud Barzani with making preparations for the Gulan uprising, and at the end of the same month, he and four others were invited to participate in the first meeting of the interim leadership of the Kurdistan Democratic Party outside the Naghde district in eastern Kurdistan in order to continue the defense and resistance.
In 1975, he and his colleague, lawyer Jawhar Namiq Salem (1946-2011), managed to reach northern Kurdistan secretly and from there to southern Kurdistan after he was exposed by the Iranian SAVAK organization (Sazman Ettela’at va Amnit Keshor).
He became a member of the interim leadership of the Kurdistan Democratic Party in 1976, and in the same year he joined the ranks of the Peshmerga forces of the interim leadership of the Kurdistan Democratic Party in southern Kurdistan via northern Kurdistan and in cooperation with the Kurds in the north, especially the Kurdistan Democratic Party - Türkiye.
He participated in the ranks of the Peshmerga forces of the Gulan Revolution under the secret name (Hassan and Hassan Shingali) and was appointed as deputy to the first regional official of the interim leadership of the Kurdistan Democratic Party. In 1978, he participated in the Battle of Hakkari against the attacking forces of the Patriotic Union of Kurdistan.
He left the party in 1979, and rejoined the Kurdistan Democratic Party in 1981.
In 1990, after his return to the party ranks, he was appointed as a member of the Central Organizations Committee of the Kurdistan Democratic Party. In 1991, he was transferred to the office of the President of the Kurdistan Democratic Party.
In March 1992, he was appointed by the Kurdistan Democratic Party as a member of the High Committee for the Elections of the Kurdistan National Council by the Kurdistan Front.
He was elected as a member of the Central Committee at the eleventh conference (1993) and at the twelfth conference (1999) of the Kurdistan Democratic Party - United. He served as the Director of the General Asayish in the Kurdistan Regional Government 1993-1994. He was elected as a member of the Leadership Council at the thirteenth conference in 2010 and as a member of the Political Bureau of the Kurdistan Democratic Party at the first meeting of the Leadership Council.
