Abdulkarim Sultan Abdullah was born in Mosul in 1950. He obtained a Bachelor’s degree in Law from the College of Law and Politics - University of Baghdad in 1971. He practiced law in Baghdad between (1971-1973). He sought refuge in Iran after the setback of the September Revolution in 1975 and became a member of the committee supervising the refugees of South Kurdistan in Iran. He went as a refugee to Europe in 1976.

He was appointed Minister of the Interior in the fourth, fifth, sixth, seventh, and eighth cabinets of the Kurdistan Regional Government in 2001, 2006, 2009, 2012, and 2014. He was appointed Advisor to the Presidency of the Kurdistan Region after the announcement of the ninth cabinet of the Kurdistan Regional Government. Abdulkarim Sultan Abdullah joined the Kurdistan Students Union in 1967, the Kurdistan Democratic Party in 1968, and was a member of the Baghdad local committee of the fifth branch of the Kurdistan Democratic Party in 1969. He joined the Peshmerga forces in March 1973.
