Hassan Mohammed Surah Mohammed, known as Dr. Hassan Sur, was born in the city of Sulaymaniyah in 1955. He graduated from the College of Medicine at the University of Mosul in 1982. He is fluent in Kurdish, Arabic and English.

He joined the ranks of the Kurdistan Democratic Party's Peshmerga forces as a general practitioner in 1985. In 1986, he became a member of the KDP's Qaladze local committee. In 1990-1991, prior to the uprising in southern Kurdistan, he conveyed several recommendations and special instructions to the president. In 1991, he was responsible for the local committee of Qaladze, affiliated with the Fourth Branch Committee of the Kurdistan Democratic Party, and in 1993, he was responsible for the Eleventh Branch Committee - Ranya of the Kurdistan Democratic Party - Unified, and he served as a member of the Inspection and Control Committee of the Kurdistan Democratic Party - Unified, and he was the director of the hospital, and from (1992-1997) he was appointed Director General of the Erbil Health Department in the Kurdistan Regional Government, and in 1999 he was elected as an alternate member of the Central Committee of the Kurdistan Democratic Party (The Twelfth Conference) and within the ninth sequence, in 1993 he was appointed Deputy Head of the Eleventh Branch - Ranya of the Unified Kurdistan Democratic Party. On Thursday, April 24, 2003, he published an article in the newspaper Braya T, the mouthpiece of the Kurdistan Democratic Party. He was appointed Deputy Head of the Third Branch Committee - Kirkuk of the Kurdistan Democratic Party in 2003. In 2004, he was again chosen as Head of the Eleventh Branch - Ranya of the Kurdistan Democratic Party. In 2009, he was nominated on the Kurdistan List for the Kurdistan National Assembly elections on July 25, 2009. In 2009, he became a member of the Kurdistan National Assembly (Third Session) on the Kurdistan Democratic Party list. In 2009, he was elected Deputy Speaker of the Kurdistan National Assembly by the delegates of the Third Session. On October 6, 2009, he was a member of the Health and Environment Committee of the Kurdistan National Assembly (Third Session). On October 6, 2009, he was a member of the committee Relations, Culture, Media and Antiquities in the Kurdistan National Council (Third Session), (2009-2013) He was a member of the Health and Environment Committee in the Kurdistan National Council (Third Session), and in 2010 he was a delegate to the Thirteenth Congress of the Kurdistan Democratic Party in Erbil. On February 15, 2012, he was elected by the delegates as Vice President of the Kurdistan National Council (Third Session).
