He obtained a Bachelor of Laws degree from the University of Baghdad in 1977. He began practicing law in Duhok in 1979. He was briefly detained by Mosul security forces in 1981. He first sought refuge in Sweden in 1982 and resided there until 1986. In 1986, he returned to Syria and stayed for a year and a half, where he was active in the Kurdistan Democratic People's Party. He sought refuge in Iran from 1987 to 1988. He returned to Sweden again from 1988 to 1992. In 1992, he returned to Kurdistan. On Thursday, December 16, 2010, he was elected to the KDP Leadership Council at the 13th Congress by 1,500 delegates, ranking 31st with 687 votes. In 2011, he was elected to the Political Bureau at the first meeting of the Leadership Council. From 2011 to 2017, he served in this capacity. From 2011 to 2017, he served as the head of the Central Organizations Office of the Kurdistan Democratic Party (KDP). He was also the KDP's official spokesperson. In 2012, he lectured on organizational matters at the 17th session of the KDP Cadre Training Institute in Erbil. In 2013, he was the KDP's candidate for the Kurdistan National Assembly (KNC) on list 110, second on the list. On November 6, 2013, he became a member of the KNC (fourth session).
