Biography 

Jalil Yusuf Ahmed Qasim, known as Hoshyar, Jalil Hoshyar, Dadwar Jalil Hoshyar, Zring and Jalil Qazi, was born in Erbil in 1921, was born in the renowned family of Qazi of Erbil, and studied primary, secondary and preparatory education in Erbil city. In 1946, he received a law degree from Baghdad University. In 1959, he married Karim Zansti’s daughter (1900-1996), who was one of the founders of the Scientific Society and one of the patriots and intellectuals of Suleymaniyah. in 1961-1962, he was the judge of Erbil's investigative court, in 1963-1980 he was a judge in the First instance and the appeal court in Baghdad, on October 11, 1980, he was appointed as a judge in Baghdad's Karkh Administration Court, he was retired in 1990, but returned to work after a short period of time and retired for the second time in 1994. On October 5, 1996, he passed away in Baghdad and buried in the cemetery of Sheikh Maruf. He knew Kurdish, Arabic, Turkmen and English.


Memoir of Struggle 

In 1938, he was among the founders of the Daraker Group, and in 1939 he endeavored in the ranks of the Kurdish Hiwa (Hope) Party and became known with the alias Hoshyar. In the mid-1941, in support of the Rashid Ali al-Gaylani movement (1893-1965) he participated in the Erbil protests and was imprisoned by the Iraqi authorities at the request of British officials in Iraq. In the mid-1942, he translated speeches for the Kurdish magazine of The Galawezh Newspaper in Baghdad, in 1944, because of his support for the Second Revolution of Barzan (1943-1945) he left the Kurdish Hope Party also in 1944, for supporting the second revolution of Barzan, he was put on trial by the authorities of The Hashemite Kingdom of Iraq and was arrested on charges of cooperation with this revolution. In 1946, with a group of youth he tried to unite the ranks of the Kurdish Hope Party but he was not successful. In 1946 he joined the ranks of Kurdish Democratic Party and performed activities with alias Zring.

In 1946 he was one of the organizers of the Nawroz Feast in Baghdad, in 1948 he participated in a demonstration against the Portsmouth Treaty between the United Kingdom of Britain and the Kingdom of Iraq in Baghdad, and in 1949-1951 he was imprisoned and tortured by the officials of the Kingdom of Iraq for his Kurdish patriotism and political activities. In 1951 he was released from the prison and was elected by the representatives of the Congress as a member of the Interim Central Committee of the Kurdistan Democratic Party (The Second Congress), in 1951 he was a member of the Peaceful Movement Committee of Erbil. In 1953, seventy-five personalities in the town of Koya presented a petition to the supreme officials of the Kingdom of Iraq for the freedom of the aforementioned and they send it to four newspapers, and in 1953, in the farmers' uprising of Erbil Plain (Dashti Hawler) against the feudal lords, he volunteered lawyering for  the prisoners.

In 1953, he was elected by the representatives of the Congress as a member of the Central Committee of the Kurdistan Democratic Party of Iraq (The Third Congress), on the 20th of January 1953 on the occasion of Shooting of the lawyer Ibrahim Ahmed Fatah (1914-2000) in front of his house in Suleymaniyah, he with seven other lawyers gave a complaint to the Sulaymaniyah authorities, in 1953, he was imprisoned for a short time by the authorities of the Kingdom of Iraq for Kurdish Patriotism, and on March 20, 1954, he participated in the singing team with a violin in the celebration of the Nawroz feast in Erbil, which was organized by the Kurdistan Democratic Party of Iraq. In 1954, they protested against the fraud of the Iraqi government in the municipal elections of Suleymaniyah. He was arrested and forced to go to Erbil, and the people of Koya expressed their dissatisfaction and demanded his return, and in 1958 he was one of the financial partners of the Brusk Sports Club in Erbil.

He was the Magistrate of Erbil in 1958. At the beginning of 1959, he was removed from the party by the wing of lawyer Hamza Abdullah Omar (1915-1998) because he did not agree with the dissolving of organizations of the Kurdistan United Democratic Party, he was frozen from political work in the ranks of the Iraqi Communist Party. On February 23, 1959, he wrote a letter to President Mustafa Barzani and criticized his freez by Salih Haidari (1922-2001) and Hamid Osman AbuBakr (1927-1993); on July 16-17, 1959 he was the representative of the second congress of the Iraqi peace movement in Baghdad. In June 1959, he was elected as a member of the Erbil Peace Movement's district (Nawcha) Committee. On December 30, 1959, on the occasion of Chief Brigadier Abd al-Karim Qasim’s hospital release and escaping from assassination attempt by the Baathist Arabic Socialist party’s militants in Baghdad (1914-1963), he sent a congratulatory telegram to the Iraqi Ministry of Defense in 1960 as the representative of Erbil Peacemaking movement. In 1960 he was elected as the first official of the Peacemaking Committee in Erbil.
