Ali Rauf Mohammed was born in 1971 in Sargati village of Biara district of Halabja province. He was a resident of Halabja, and he studied until elementary school.
He joined Martyr Zulfaqar Mahmoud's clandestine organization in 1983. It belonged to the Halabja Regional Committee of the Fourth Branch of the Kurdistan Democratic Party. Moreover, in 1983, he was one of the participants in the protest in Halabja. He was later imprisoned for two months by the Ba’ath regime for his participation in the protest.
In 1985 he became a Peshmerga in Martyr Zulfaqar's force. Furthermore, in 1991, he participated in the Kurdish people's uprising, the liberation of Penjwen, Halabja, Arbat, Darbandikhan, Karadag, Sulaimani and Kirkuk. He was shot and wounded in the liberation of Karadag.
On the Piroz Hill in Sulaimani, Ali Rauf Mohammed and seven of his companions set up a defense and resisted two military assaults from the Ba'ath regime. However, on October 8, 1991, the hill was shelled by the Ba'ath artillery, resulting in Ali Rauf Mohammed and all seven of his comrades being martyred.
