Holding the Congress

On December 11, 2010, under the slogan (Renewal, Justice, Coexistence) in the city of Erbil and at the Martyr Sami Abdulrahman Park, with the attendance of 350 personalities, including Jalal Talabani , the President of the Federal Republic of Iraq, it began its work. President Masoud Barzani awarded the Barzani the Immortal medal to Gwynne Roberts, a journalist and friend of the Kurds. To manage the work of the congress, eight committees were formed, which were the Program Committee, the Bylaws Committee, the General Organization Committee, the Finance Committee, the Complaints Committee, the Media Committee, the Peshmerga Committee, and the Professional and Mass Organizations Committee. In the congress, a 10% quota requirement for women's membership in the party's Leadership Council was set; this was established in the third gateway of the twenty-second section in Article 217 of the program and in Article 17, paragraph two, point two of the internal bylaws. Also, in the history of the Kurdistan Democratic Party, for the first time, the women's quota was implemented in the Thirteenth Congress. It should be noted that in the fifth, eighth, eleventh, and twelfth congresses, only one woman was elected as a member of the Central Committee.

The organizational structure of the Kurdistan Democratic Party, based on the internal bylaws of the Thirteenth Congress, consisted of:

Base, Organization Committee, District Committee, Branch Committee, Provincial Leadership Council, Leadership Council, Political Bureau, Secretary of the Political Bureau, Deputy President, and President, as well as the Oversight and Follow-up Board, which was appointed by the Leadership Council and approved by the President.

In this congress, two new terms entered the organizational structure of the party: the first is the base, which was previously referred to as a cell and a main cell, or a combination of both, and the second was the Leadership Councils, which were established in the provinces of Erbil, Sulaymaniyah, Kirkuk, and Garmian, and included the scope of activity of the provinces of Kirkuk, Diyala, and part of Sulaymaniyah. Duhok and Mosul, for some unknown reasons, continued to be managed in the old way, although Duhok was within the entity of the Kurdistan Region. The Baghdad province was outside this system, and Europe and America, which had two branches, remained as they were before.

The most interesting party body after this congress was the Council of Experts, which is appointed by the Leadership Council and was established according to Article 15 of the internal bylaws. Therefore, due to the importance of its tasks, this article consists of four paragraphs and several points, as mentioned earlier. Similar to this council, in 1993 in the Eleventh Congress of the Kurdistan Democratic Party - Unified, it was registered in the internal bylaws under the name (Consultative Council).
