Shukriya Rasul Ahmed was born on 1 July 1954 in the city of Qaladze, Sulaymaniyah Governorate. She was a middle-school student and was martyred on 24 April 1974 when Iraqi Army aircraft bombed the city of Qaladze. She was buried in the Gate Cemetery of Qaladze city.
