Reasons for holding the conference

According to the division made for the stages of organizational work (Kurdistan Students Union), the year 1964, in addition to being considered the restart of the organization's secret work phase which began in 1961, the organization from that year until 1970 faced a more difficult situation known as the phase of division. In this phase, two directions of the organization, both under the same name (Kurdistan Students Union), tried to attract students to their ranks in educational centers, and in this regard, they were in unhealthy competition1.

Before we talk about any station of the Kurdistan Students Union's work, it requires taking a look at the situation of the Kurdistan Democratic Party in that phase, so that the events within the organization become clearer to us, especially since the Kurdistan Students Union organization was one of the most important and influential organs and pillars of the party, and the internal and external events of the party had a direct reflection and influence on the organization.

After the revolution's agreement of February 10, 1964, in the political bureau of the Kurdistan Democratic Party, they intended to separate Sulaymaniyah from the party and the revolution as an expression of dissatisfaction with the agreement, they split from the Kurdistan Democratic Party and in the literature of contemporary Kurdish history they were named (Jalali)2.

Although the efforts of this split go back to the end of 1963, but in 1964 and after the month of February, it appeared openly on the face of the party. The fourth congress of the Kurdistan Students Union is a clear reflection of this party split, as this political bureau group, by not inviting the Badinan members of the organization, tried to establish a secretariat from themselves for the organization. Thus, most of the members of the Kurdistan Students Union secretariat were elected in the Sulaymaniyah region3.

This secretariat, on June 8, 1964, under the title (Our position regarding Mullah Mustafa Barzani and the Party), published a statement against President Mustafa Barzani and the Kurdistan Democratic Party4. This statement was answered on August 19, 1964, by the preparatory committee of the Kurdistan Students Union in Sulaymaniyah, which reaffirmed their support for President Mustafa Barzani and the revolution and the Kurdistan Democratic Party5.

Conduct and decisions of the conference

Since the split group of the political bureau constituted the party minority, their leadership in the Students Union, which had completely sided with the group, did not have the ability and authority to run and carry out the organization's affairs, so it was decided to hold the organization's conference as soon as possible6.

As a result of the dissatisfaction of the organizational bases of the Kurdistan‌Students Union with the‌ individualistic‌performance‌of the fourth congress‌secretariat and the‌marginalization of the students of the‌Badinan region in the‌fourth‌congress, especially that the‌ leadership‌represented‌a part of the Sulaymaniyah province‌not all of‌Kurdistan. Therefore, in the‌ beginning of the month of August of the year 1964, six‌months after‌holding the fourth‌congress, the representatives of the students‌ openly and in the‌liberated areas‌of the Sulaymaniyah province in‌the village of Kani Masi, held their second‌conference. In the‌conference, a‌ committee‌was formed‌to‌reorganize‌the‌union‌and‌prepare‌ for‌the‌next‌ congress‌ and‌to‌ support‌the‌revolution‌ and‌the‌leadership‌of the party.‌a‌ new leadership was‌ elected, to pave the‌ way for holding the‌ fifth Congress.‌ The new‌ secretariat body, which was‌ simultaneously the preparatory committee,‌ was elected as follows:
