Martyr Sadiq Hamed Rasul Kaka Mam was born in 1948 in Malakan village, belonging to Khalifan district in the Soran Autonomous Administration (now) of Erbil Governorate. He was illiterate and married, and was martyred in 1995.
In 1991, he joined the organizations of the Kurdistan Democratic Party. In 1995, he became a Peshmerga in the Zrar Malaki Battalion of the 5th Army at Spilk and took part in the battles of the Soran and Harir areas. On 13 May 1995, he was martyred in the civil war in the Basirma plain.
