Martyr Mamend Sultan Mehmud was born in 1941 in the village of Balekiyan in the town of Diyana, which is part of the Erbil Governorate. He was a villager and was engaged in animal husbandry. He was illiterate and was married.
In 1963, he joined the September Revolution and became a Peshmerga with Commander Erîf Yasîn. He participated in the battles of Zozik, Gorez, and Hindirên. In 1966, he was killed by the bullets of the Iraqi regime in the battle of Mount Hindirên.
