Jalal Asaad Rasul was born in 1973 in the village of Delzyan in the Soran Independent Administration, Erbil Governorate. He studied up to the middle school level and was married. He was martyred in 1996. 

In 1991, he joined the organizations of the Kurdistan Democratic Party. In 1995, he became a Peshmerga in the 6th Soran Army, and later was transferred to the 7th Army in Shaqlawa. He participated in the battles to defend the rule of law. On October 10, 1996, he was martyred in the civil war in the city of Ranya in front of the Headquarters of the 11th Branch of the Kurdistan Democratic Party.
