Abdulrehman Resul Haji Khalil, known as (Abu Shivan), was born in 1945 in the city of Zakho, which is part of Duhok province. In early 1970, he joined the ranks of the Kurdistan Democratic Party, and in 1972, when the Sinjar force was established, he joined that force, which Mela Hussein Mareni was the Commander of. In 1975, after the defeat of the September Revolution, he went to the village of Banke and, along with a group of other Peshmerga, decided to be free in their choice of going to the country of Iran or staying. For that reason, Abdulrehman Resul Haji Khalil remained in the village of Banke on the border of Duhok province.

In 1982, after the military organization of Rencberan was established by the Duhok District Committee, Abdulrehman Resul Haji Khalil was transferred to that organization, and Ali Qado was his deputy. He was the Commander of the Martyr Dilovan Detachment, and that detachment was a mobile detachment in the area and caused great damage to the enemies.

On November 30, 1983, Abdulrehman Resul Haji Khalil, along with 13 other Peshmerga who were going into the city of Duhok for a military mission, were arrested by the Ba'ath regime along with the artist Hassan Ali Xencer and Reber Taha Mahmud Barwari. After staying in prison for six months, they imposed a life imprisonment sentence on them and sent them to Abu Ghraib prison. However, after five (5) years of staying in prison and after the extensive Anfal operation and the chemical bombardment of the Behdinan area, they were released on September 14, 1988. After their release from prison, they became Peshmerga for 7 months with Mohamed Ali Exmir, Yusif Mohamed Exmir, and Star Khalid. In 1991, he played a prominent role in the liberation of the city of Akre and later became the Head of the Security Committee of Zakho and a Member of the Kurdistan Front.

In 1992, he became the Commander of the Resistance Forces and later took on the duty of Deputy Military Committee. In 1997, he became the Commander of the Partisan Forces in Zakho and Semel on the border of Duhok province. Abdulrehman Resul Haji Khalil was wounded 6 times in his Peshmerga life and is now disabled, and his right leg was amputated. At the thirteenth congress of the Kurdistan Democratic Party in 2010, he received the Barzani medal from President Masoud Barzani .
