The Berlin Conference of the Kurdistan Democratic Party (Berlin Conference – August 11, 1976), led by Sami Abdulrahman and a large number of members and supporters of the Kurdistan Democratic Party, it was held in Berlin, the capital of Western Germany. The intention of organizing the conference was to review the party's past policy, reorganizing the party organs and expanding the armed revolution in southern Kurdistan. 


Situations and causes

 As a result of the January 6, 1975 Algiers agreement between Iran and Iraq, the armed revolution in southern Kurdistan (The September Revolution) was stopped after a vast meeting in Haji Omaran on March 18, 1975 by the decree of President Mustafa Barzani. Due to this, most of the Party’s leadership and a large number of Peshmerga and civilians in southern Kurdistan after an agreement with the Shahanshas’s government of Iran went to the mentioned country as refugees. In this way, all the organs and institutions of the Party including the Party’s Leadership in the south of Kurdistan have been practically dispersed.

After a few months of being refugees in Iran, the leadership of the Kurdistan Democratic Party for the purpose of reorganizing the ranks under the leadership of Masoud Barzani, in the march of April 15, 1975 on a stream outside Naghada city called (Hawt Cheshma) secretly met each of Jawhar Namiq, Karim Shingari, Arif Taifur and Muhammad Raza. In this meeting the decission to re-organize the Party was made, and then at the secret meeting in Karaj in the beginning of November 1975, it was decided to create a new leadership from the old members of the Central Committee and the party's youth cadres, to replace the former leadership of the Party. On the same occasion, a statement was prepared and published on December 10, 1975 entitled )Interim Leadership(. The number of elected members for the interim leadership consisted of eleven members: Masoud Barzani, Idris Barzani, Sami Abdulrahman, Jawhar Namiq, Karim Shingari, Arif Tayfur, Muhammad Raza, Azad Barwari, Nuri Shaways, Ali Abdullah and Kamal Karkuki.

Establishing the names of the members of the Party's interim leadership required a congress, because according to the Kurdistan Democratic Party's approved program and policy of the eighth congress in the 1970s in Nawprdan the party's central committee members should have been elected in Congress, and if the situation was not suitable for the congress, the Party could hold a conference wherever it might be under the condition in which to be supervised by a member of the former Central Committee. Due to the situation of the Party and the region did not allow the congress to be held by the party leadership, it was decided to hold a wide conference in Europe.

 

With the efforts of the branche (Liq) six of the Kurdistan Democratic Party, in the summer of 1976, the European border was opened to Kurdish refugees, after both Austria and the Netherlands showed their readiness to take a number of Kurds as refugees, by the Party’s relations office in Tehran, a number of refugees which included a number of the Party’s new leadership was sent to Europe. After arriving, the refugees were organized and a large number of them were distributed to the party's organization by the branch (Liq) six of Europe. Thus, the situation of the Party has improved in Europe, and on May 26, 1976, Sami Abdulrahman at a press conference in London announced the restart of the armed revolution in southern Kurdistan (Gulan revolution). During this period, the Party leadership decided to hold a party conference in Europe.


Conference Preparations

 By the European Branch (Liq) six of the Kurdistan Democratic Party, the preparations for the conference has been made, because the branch headquarters was in West Berlin, the city was appointed the place of administrating the conference. After the preparations were made, the European Regional Committee were asked to send their representatives to Berlin, each committee of the district was appointed at least two representatives. The district committee elected a member among themselves, with the head of the district committee, who went directly to the conference and arrived in Berlin with a report. The Berlin University Hall was rented to hold the meetings of the conference, and the conference's preparation committee was formed, who were Sami Abdulrahman, Nuri Shaways, Hama Raza and Arif Tayfur.

On August 11, 1976, under the supervision of Sami Abdulrahman and a prep committee, the conference began to hold its meetings, the number of members of the Europe’s distric (Nawcha) committee were forty members of the sixth branch, altogether with members of the interim leadership, the cadres who had just arrived in Europe and the guests, one of whom was Ismet Sharif Wanli, the number of conference attendees reached forty-eight to fifty people, including Tariq Akreyi (Head of the Six Branch), Aziz Sheikh Raza, Siamand Banna, Ramzi Shaban, Dr. Pirot, Hamid Akreyi, Pola Maghdid Qasab Koyi, Muhammad Salih Jumaa, Fawzi Asaad, Muhammad Miso, Jamal Alamdar, Dr. Omer Oremari, Farhad Sofi (Farhad Jubraeel), Tofiq Fayli, Majid Fayli, Izzadin Barwari, Abdulqadir Barwari, AbdulSalam Barwari, Faiq Nerwayi, Muhammad Amin Dalawi, Azad Mahmoud Khafaf, Wrya Saati, Abdulrahman Pedawi, Ghazi Zebari, Muhammad Hassan Awnat, Dr. Sahbah Mehriwani and etc…


The Conference 

The conference continued between August 11 and 16, and the draft of eighty pages pamphlet entitled (The way of the Kurdish liberation movement) was read by Sami AbdulRahman in the meeting. This was prepared by the Conference's Supervisory Committee, especially Sami AbdulRahman and Nuri Shaways, which was critical letter. It was about the September revolution and the leadership of the revolution and was written under firm belief of the leftist of The Marxism of Leninism; the letter was discussed by the members of the conference and then voted on. The second part of the conference’s task was to establish the name of the eleven members of the temporary leadership who were previously elected as the members of the leadership, increasing four other members. The new members who were elected as the new members of the interim leadership after their names were revealed were supposed to return to southern Kurdistan, and thus after the voting each of Wurya Saati, Dilshad Miran, Azad Khafaf and Abdulrahman Pedawi were elected as the new members of the leadership and added to the list of members of the interim leadership, thus the number of members of the interim leadership became fifteen members and were legally established.

Apart from the work and tasks of the Berlin Conference, in this conference some political decisions were made, in which the election of President Mustafa Barzani as the leader of the Kurdistan Democratic Party and making preparations for the 9th Congress of the Party, were the most important decisions.

After the end of the work and the tasks of the Interim leadership and the election of new members and their establishment, the conference was extended by the sixth branch (Liq), after the nomination of the candidates It was decided to vote for the election of two branch committee administrators for the sixth branch of Europe, as a result of the voting, Tariq Akreyi was reappointed as the head of the branch and Siamand Bana and Abdul-Salam Barwari were also elected as the administrators of the branch. Later on, Dr. Jarjis Hassan and Hamid Aqrawi were added to the administrative board of the branch.

The conference lasted six days and ended its activities on August 16, 1976, wich was the same date of the Kurdistan Democratic Party’s establishment. A small celebration was held and then for the evening of the same day, the decisions of the conference was read to the members and participants of the conference, because of the sensitivity of the political situation at that time, no statement on the occasion of the end of the conference was published, a booklet was issued entitled of "The Path of the Kurdish Freedom Movement", which was later the booklet was approved as Kurdistan Democratic Party’s interim leadership’s political report on August 11-15, 1976.
