Karim Shingali

Legislator and lawyer Abdulkarim Sultan Abdullah, also known as Karim Shingali, Hassan Shingali, and Hassan joined the Kurdistan Democratic Party (KDP) in 1968. Then in 1976, he became a member of the interim leadership of the KDP at the Berlin Conference. After that in 1979, he was a member of the Preparatory Committee of the Ninth Congress of the KDP in Eastern Kurdistan.

He served as the Kurdistan Regional Government's Director of General Security between 1993 and 1994. Moreover, he was elected as a member of the Central Committee of the KDP in the 12th congress. Also, he was elected as the Minister of Interior in the fourth, fifth, sixth, seventh and eighth cabinets in 2001, 2006, 2009, 2012 and 2014. Furthermore, at the 13th congress in 2010, he was chosen to serve on the leadership council and later the political bureau of the Kurdistan Democratic Party (KDP). He was also appointed an advisor to the Kurdistan Regional Government following the formation of the ninth cabinet.


Biography

Abdulkarim Sultan Abdullah was born in 1950 in Mosul.He graduated from Baghdad University's College of Law and Politics with a bachelor's degree in law in 1971. He practiced law in Baghdad from 1971 to 1973. He fled to Iran as a refugee in 1975, following the fall of the Aylul Revolution, and joined the Supervisory Committee of the Southern Kurdistan Refugees in Iran. Then,he relocated to Europe as a refugee in 1976. Also, he was elected as the Minister of Interior in the fourth, fifth, sixth, seventh and eighth cabinets in 2001, 2006, 2009, 2012 and 2014. Furthermore, He was appointed an advisor to the Kurdistan Regional Government following the formation of the ninth cabinet. He was fluent in Kurdish, Arabic, English and Farsi. 


Service Record

In 1967, Abdulkarim Sultan Abdullah joined the Kurdistan Students Union, and in 1968, he joined the KDP. Then, he became involved in the KDP's fifth branch's Baghdad Regional Committee in 1969. After that, he became a member of the Peshmerga forces in March 1973. Moreover, he was chosen by Massoud Barzani in April 1975 to help with the Gulan Revolution's planning. Furthermore, at the end of the same month, he was invited by Massoud Barzani to the first gathering of the KDP interim leadership outside Naghada, Eastern Kurdistan in order to continue the defense and resistance.

After being discovered by the Iranian SAVAK (Country Intelligence and Security Organization) in 1975, he smuggled himself to Northern Kurdistan and from there to Southern Kurdistan with the help of lawyer Jawhar Namiq Salim (1946-2011).

In 1976, he became a member of the interim leadership of the KDP at the Berlin Conference. Moreover, in the same year, he was assisted by Kurds from the north, particularly those from the Kurdistan Democratic Party of Tukrey, in reaching the bases of the Peshmerga forces of the KDP interim leadership in Southern Kurdistan. Then, Under the aliases Hassan and Hassan Shingali, he joined the Peshmerga forces of the Gulan Revolution in 1977 and later served as deputy head of the first region of the Kurdistan Democratic Party's interim leadership. After that, in 1978, he participated in the Battle of Hakari against the offensive forces of the Patriotic Union of Kurdistan (PUK).

In 1979 he left the KDP and in 1981 he joined the ranks of the Kurdistan People's Democratic Party. He was appointed as a member of the KDP's central organizing committee in 1990 after reentering the organization's ranks. Then In 1991, he was transferred to the office of the Kurdistan Democratic Party (KDP) leader. 

In March 1992, he was appointed as a member of the High Election Committee of the Kurdistan National Assembly by the Kurdistan Front on behalf of the Kurdistan Democratic Party. Furthermore, at the 11th Congress (1993) and the 12th Congress (1999), he was chosen to serve on the KDP Central Committee. Then he was appointed as the Director of General Security for the Kurdistan Regional Government from 1993 to 1994. After that he was chosen at the KDP's 13th congress in 2010 to serve on its leadership council. At the first leadership council meeting, he also joined the Kurdistan Democratic Party's (KDP) political bureau.
