On May 8, 2022, in the meeting of the Kurdistan Democratic Party (KDP) leadership council which was held in Pirmam, it was decided to hold the fourteenth congress of the party.
To implement this decision, the congress preparatory committee was formed to elect congress representatives from party members in the provincial leadership councils, branches, regions, central bureaus of the Party, departments, centers and institutions of the party, on the percentile basis One representative for every 1,000 party members with the presence of two-thirds of the organizations of this organ. After the end of representatives’ elections on September 7, 2022, the KDP Political Bureau held its last regular meeting on October 23, 2022 and the next day, October 24, 2022, hold their last meeting of the leadership council with the majority of votes agreed upon the specific time. According to the decision, on November 3, 2022, the 14th Congress in Duhok, in the presence of 1,022 of the 1,061 representatives who were eligible to participate in the congress, began its work under the slogan of freedom, democracy and justice. The importance of this congress (the fourteenth congress) was that the KDP, after overcoming several difficult situations, These include the four-year war imposed by ISIS, the war of occupation and the abortion of the Kurdistan Region's experience after the referendum of independence on September 25, 2017, and the regional and foreign aid with the enemies of the Kurdish people it faced a one sided fight, despite the budget cuts by the Iraqi government and falling oil prices the difficult economic situation in the Kurdistan Region and the passing of 12 years after its 13th congress, at the same time, major changes had occurred in the region and the world.
The 14th Congress began with the reading of several verses from the Holy Quran and the Iraqi and Kurdistan national anthems. Then the congress management committee was elected and five committees were appointed for complaints, policy and programs. Then the congress continued its work by reading the reports, including the political and organizational reports, then in a secret ballot 51 members and nine reserves of the Central Committee were elected. Although the voting was supposed to be electronic, but due to technical problems and at the request of most of the congress members, the voting was held manually and three polling stations were set up and counted. In the course of the process, President Massoud Barzani was re-elected as the leader of the Kurdistan Democratic Party (KDP) by the majority of the members of the congress.
The congress made several significant changes in the KDP structure to adapt to the party situation, including the election of two vice presidents, the president's office became the secretariat of Barzani's headquarters and the monitoring and follow up committee will be directly ran by the KDP leader, The higher council for fighters was established under the leadership of the KDP leader, Increasing the percentage of women in the KDP leadership by %25 The term leadership council was replaced by the KDP central committee. The provincial councils became the provincial organizing bureau and the number of members of the KDP political bureau increased to 117 Members, including the Executive Committee of the Political Bureau, consisted of Secretary and Four members were formed, and changes were made in the offices, agencies, centers and boards of the Political Bureau and their names were changed to departments the structure is as follows; organizing, elections, education, culture and media, public relations, mass and professional organizations, administration and Finance, and Investment and Projects Departments.
