On 12/13, about 30 soldiers descended from their outpost to the water spring in Kirk behind Rawanduz, and the direction of the water was directed towards the positions of our group, and problems had previously occurred regarding the mentioned water spring. To avoid incidents that are difficult to control, we hope you will instruct that such acts not be repeated.
