Please follow these decisions and instructions carefully: 1- To address the obstacles and problems you encounter, you should contact the officials of the Socialist Ba'ath Party and government officials. In light of the new circumstances and in accordance with the content of the March 11 Statement, take coordinated steps with them to consolidate the legitimate rights of our heroic nation. 2- Official joint mass political activity should be conducted only with the Arab Socialist Ba'ath Party until suitable ground is prepared for forming a united national front of all Iraqi democratic national forces. 3- In every step, keep our party's program and internal regulations in mind and act in their light. Do not allow bad individuals, opportunists, careerists, and exploiters to remain in our party's ranks and occupy positions. Be very firm with members who deviate from our party's policy and are not trusted by the people. 4- Every step you take must serve the consolidation of lasting peace throughout Iraq and Kurdistan. Cooperate reasonably with officials of the Arab Socialist Ba'ath Party and the government to implement the March 11 Statement. 5- We must always strengthen the spirit of forgiveness and fraternity among our people. Do not allow bad, hostile, or troublemaking individuals to depart from the substance of President Barzani's general amnesty statement issued on 1970/3/20 and broadcast in Kurdish and Arabic for 3 consecutive nights by the Voice of Kurdistan station. All of you must act in its light so that the spirit of fraternity and coexistence among our people is more firmly established, for this is the best means of our success. 6- Because our party is entering new circumstances, has achieved a great victory, and the interests of Kurdayeti require it, many opportunists and exploiters seek to enter our party's ranks. You must therefore be very cautious in admitting new members and accept only those whose past and integrity are fully known to you. 7- No P.M. may ultimately remain inside the city. 8- As soon as possible, we will explain these decisions and instructions to you at greater length in a special letter. Inform us immediately of any problem you encounter.
