It appears that everything discussed and agreed upon in Baghdad is being implemented in reverse by the Commander of the 5th Division in the Sulaymaniyah Brigade. Every Peshmerga who enters the city is arrested on the pretext of not having a service book, or that an arrest warrant has been issued against him, or that his presence is a danger to public security. They are presented to the courts, and upon their acquittal, they are detained by the 5th Division command indefinitely. Reviewing our representative with him has been of no use. Please put an end to these actions in the Sulaymaniyah Brigade and force the officials to implement your orders.
