Your telegram 25 on 4/15, and our telegram 107 on 4/15. At a time when we are sparing no effort to put an end to the unfortunate incidents that occurred, and despite everyone showing readiness to cooperate with the authority for investigation and taking the necessary measures to restore stability and calm to the region and create an atmosphere suitable for understanding on all issues, we were surprised, with great regret, by a sudden attack by the army that we did not expect, especially in these circumstances that the roads are going through. We do not believe in anything other than a peaceful solution to the problem, and the use of force is not in the interest. The Peshmerga forces in Bistana are in a state of self-defense. If the government is truly serious and its action is pure, we suggest stopping the attack and withdrawing the units to their previous places so that we can instruct our group to withdraw from Bistana immediately until the ministerial committee arrives to solve the problem fundamentally. We assure you and all the sincere officials who appreciate the current circumstances of Iraq at their true value that we will exert the maximum possible effort to address the problem and prevent it from developing. Inform us.
