Your telegram 853 on 7/26. We informed you in our telegram 462 on 7/25 that the positioning of military units in the area does not lead to any solution, and there is no doubt that the Jash will strike the units and accuse our group of that to disturb the peace. We are very sorry for what was stated in your telegram above regarding issuing orders to the army units to occupy the outposts of the villages of Karzha, Charmga, and Qaziya. We do not see any solution in this measure, but rather protection for the criminals in their dens. We have repeatedly emphasized to you that our measures in the area have nothing to do with the army, and for fear of an undesirable clash, we hope you will urge the military forces not to carry out movements in the area.
