After the first congress, the Secretariat Bureau of the Kurdistan Women's Union requested an official permit from the Iraqi Ministry of Interior to carry out its public and official activities. The Ministry of Interior of the Republic of Iraq granted it an official permit via the document (M.J - 2406 dated November 18, 1970)1. Previously, a bylaw and program in the Arabic language consisting of twelve articles had been submitted to the authorities, which was published in the magazine (Al-Waqa'i' al-Iraqiyya), and that was a sign of the authority's approval of its content2.

Based on this foundation, the Kurdistan Women's Union decided to organize its internal conferences for the purpose of identifying and electing delegates for the second congress from the branches of Baghdad, Kirkuk, Sulaymaniyah, Erbil, Duhok, and Khanaqin.

On April 18, 1971, the Second Congress of the Kurdistan Women's Union was openly held3. It concluded on Monday, April 19, 1971, and this congress was held at the headquarters of the Kurdistan Democratic Youth Union in the city of Baghdad4.

After discussions and by the decision of the congress delegates, the union became the owner of seven branches, which were Baghdad, Sulaymaniyah, Kirkuk, Khanaqin, Erbil, Nineveh, and Duhok. In the end, Zakiya Ismail Haqi was elected as secretary5. This was the second time that she had received this position through a congress in the history of the Kurdistan Women's Union.
