The March 11, 1970 Agreement paved the way for the activities of the mass organizations of the Kurdistan Democratic Party. Due to this opportunity, the Kurdistan Women's Union became a member of the General Federation of Iraqi Women as an independent entity. Thereafter, to organize its affairs in the new situation and circumstances, the Kurdistan Women's Union, like all other mass and professional organizations, needed to hold a Congress.

The preparatory committee for the First Congress set September 25, 1970, for the First Congress, and on this day, the Congress was held at the headquarters of Branch Five of the Kurdistan Democratic Party in the city of Baghdad, where a leadership of twelve people was formed, in such a way that three delegates were designated for each of Baghdad, Kirkuk, and Sulaymaniyah. For each of the administrative bodies of Baghdad, Khanaqin, Kirkuk, and Sulaymaniyah, nine members and three alternates were elected. However, due to the absence of their delegates, no one was elected from Erbil and Duhok, and it was decided that their administrative bodies would be designated later. At the Congress, Zakiya Ismail Haqi was elected Secretary1 and lawyer Fawziya Murad was elected Deputy Secretary. This Congress was held in the city of Baghdad2.
